  3. Background China village ChaiGoubao The population In Chai Goubao is 73K. Have rich mineral. 26 different kinds of minerals. 2 rivers through the town. Have rich rain and ground water.

  4. Problem The main problem is the waste, In this village have lots of garbage, waste water and agricultural waste. All around the road, river and living place. Also there have some new industry so that there also have lots of industrial pollution. The reuse of agricultural waste utilization rate is low.

  5. Reason There don’t have strong environmental policy to constraints, don’t have enough sufficient financial allocation. There is not enough financial incoming, cause weak governance. Difficult to build the mechanism of the pollution control. Poor environmental protect laws
