The purpose of today is to explore implementation issues in terms of 3 key questions…. • What do local authorities need to by when in preparing for implementation? • Where local implementation is dependent on legislation or guidance, what does national government need to do by when to address this? • What are the priorities for development of tools and other resources to support local implementation (e.g.. action at national or regional level)?

  11. Exercise 1 - What’s the big picture? Looking at the programme as a whole, what are the: • Immediate needs for information/intelligence gathering? • Key operational systems that will underpin implementation? • Workforce capacity and capability requirements? • Strategic risks and cross-cutting issues?

  12. Exercise 2 - Priority actions for national and local government? In each programme area, what are the: • Things that local authorities must do and by when in preparing for implementation? • Key dependencies on national government? • Things that national government must do and by when to enable local implementation?

  13. Exercise 3 – Priorities for support? Thinking about opportunities for collaboration… what are the: • Priorities for developing tools and other resources at national level? • Potential roles and contributions of networks?
