In order for a state to come back into the Union it had to:

Forbid slavery

Accept the federal government

White Southerners who pledged loyalty were pardoned.

African Americans faced poverty and racism in the South.

The KKK wanted to keep African Americans powerless. They terrorized black people, rode on horseback, dressed in white hoods, beat people, burned homes, and lynched some victims.
