  • Reason for Violating: Planned outage of a Line; normal reconfigurations were not an option. TLR needed to control external impacts on the flowgate; low GSFs on SPP market resources contributed to needing to violate the flowgate up to 102% of the effective limit just to start dispatching down the primary Decrement unit. During the violations on 7/30, we ran out of dispatchable room and had to create a post-contingent load shed plan.
