  10. Main Agencies • Ministry of Minority Affairs has overall responsibility • HCoI with assistance of SHCmakes arrangements in India • CGI/MEA makes arrangements in KSA, HCOI having secondary role. • M/Civil Aviationarranges air transportation of pilgrims • M/Health arranges the vaccines

HCOI Composition • Three Members of Parliament • Nine elected members • Seven Government nominees: Two: Public Administration, Education, Finance, Social service Two: Women members Three: Islamic theology & law (one has to be Shia in each of these) • Four ex-officio members (JS: MEA / Home / Finance / Civil Aviation)

Scenario for reserved categories • Under-quota States: • Assam, Bihar, Jharkhand, Punjab, Tripura, WB • States where fourth timers not covered: • Kerala, Gujarat, Maharashtra, Uttrakhand, MP, Delhi, J&K • 70+ category is not rising so fast • Even 5th timers selection may become difficult in future.

  26. Eligibility • Any Muslim citizen of India • Ladies to be accompanied with Mehram • Machine-readable International Indian Passport (06.02.2017 -28.02.2018) • Sound physical and mental health

  27. Ban on Repeaters • “Once in a life time” Haj through HCoI • Exceptions.- -Mehram of a Female Pilgrim -Companion of 70+Pilgrims • Payment of full Airfare • Repeaters to forfeit their deposit

Air Charter • Air charter arranged by M / Civil Aviation • 21 Embarkation Points • Roughly 50% of pilgrims embark each to Madinah and Jeddah Madinah (24 July to 7 Aug) Jeddah (8 August to 26 Aug) • About400 flights spread over 30-35 days. • Flight intimation by SMS / Departure Intimation Card / website • Charter Tickets are Non-transferable • HCoI Camp Offices for booking formalities, payment verification • Distribution of travel documents to Hajis by SHCs

  40. Accommodation • Makkah accommodation in two categories • GREEN: Within 1000 m of periphery of HaramSharif. • AZIZIYA: 7 - 8 Km from Haram Sharif with transportation. (Norms: 4 sqm space; toilet/ 12 pilgrims; kitchen(azizia)/ 30 pilgrims) • In Madinah all pilgrims in Markaziya • Exemption category for Rubats

  41. Tariffs • Green: SR4500 • Azizia: SR 2580 including transport • Madinah: SR 700 • Additional services, Moassassa : SR1050 Mina breakfast + 2 meals, Arafa fire resistant tent+ coolers, packed eatables for muzdalifa • New buses (Makkah-Madina)

  42. SIM Card • Hajis have to purchase and activate their own SIM Cards • Immigration control number and fingerprinting required for activation • Mobile Centres at Branch Offices and/or buildings • Consulate will facilitate • Hajis Can purchase SIM Cards from retail shop or Branch Offices.
