  1. Background and Objectives • City located at a railway junction, on the important waterway Elbe, and in the near future, it will be fully connected to the major motorway D8 that links Prague with Dresden. • Large number of businesses on a relatively small area in the city centre - transport performance of supply vehicles is significant. • Industrial centre of the region. • As a result, there is a large volume of freight related noise, which the city aims to reduce. • Objective: • Propose a goods distribution scheme lowering noise from traffic affecting the city

Results • Prohibitingentrance for all freight vehicles into the city centre not recommended in the current state • Current functions of the city centre ensured by FV • Need to assess impacts of transferring FV to other areas • Freight vehicles would be replace by larger amount of personal vehicles • Recommended restrictions for freight transport: • Reasonable charging the entrance • Incentive promotion of ecological vehicles • Limiting or prohibiting heavy freight vehicles in particular areas • Required completion of the D8 highway for transit traffic • Goods distribution centers currently not effective due to negligence and competition of local businesses • Establishing ecological zones • Reduction of speed in the city where exceeding 50km/h • Implement protecting technical solutions – noise barriers, insulation, tunnels, materials

Evaluation • Evaluation of impacts of freight vehicles moving in the city assessed in relation to the measure 28 Noise Reduction (Scenario G) • Assessed indicators: • Noise level and impact (noise map) • Emissions • CO, Nox (transport model) • CO2, Particulate (transport model) • Goods vehicles moving in the area (transport model)

  6. Budget and costs • No implementation • No subcontracts or purchases • Only personal costs (10MM)
