Background • Deceleration in agricultural growth due to decreasing public investment • NDC Resolution: “Introduce a new Additional Central Assistance scheme to incentivise States to draw up plans for their agriculture sector more comprehensively, taking agro-climatic conditions, natural resource issues and technology into account, and integrating livestock, poultry and fisheries more fully...” 26th February, 2008

  4. Special Dispensation • Minimum percentage expenditure on agri. & allied sectors during the baseline period was taken, instead of the avg. • Reference year was taken as 2006-07, or 2007-08, whichever recorded a higher percentage outlay 26th February, 2008

  5. Outlay envisaged • Rs. 25,000 crore over 11th Five Year Plan • Rs. 1,500 crore during 2007-08 • Rs. 3,165.67 crore for 2008-09 26th February, 2008

SLSC Meetings • Meetings of SLSC held by 19 States so far: Karnataka, Orissa, Maharashtra, West Bengal, Bihar, Andhra Pradesh, Madhya Pradesh, Tamil Nadu, Meghalaya, Jharkhand, Kerala, Punjab, Tripura, Haryana, Himachal Pradesh, Sikkim, Chhatisgarh, Uttarakhand and Gujarat • Projects worth more than Rs. 1,004 crore approved under Stream-I 26th February, 2008

Release of funds • An amount of Rs. 986 crore has been released to the States, including Rs. 46.90 crore for preparation of DAPs @ Rs. 10 lakh per district. • Model monitoring formats issued to States • National Institute of Rural Development engaged for monitoring and evaluation 26th February, 2008

  9. Areas of concern – DAPs/SAP • DAPs/SAP have not been finalized • DAPs/SAP should contain all investmts. proposed in agri. & allied sectors • Convergence with other schemes should also be included • Completion of DAPs/SAP is essential for release of funds during 2008-09 26th February, 2008

Areas of concern-Projects • Strategy for agri. growth not articulated • Routine projects; need for innovation • SLSC mtgs. were held without 15 days’ notice in most States • Targets/Outcomes not mentioned in several projects • Details of proposals taken up under Stream-II not furnished 26th February, 2008

  11. Areas of concern-Monitoring • Monthly progress reports not received • Monthly reports to be sent by 10th of subsequent month • Release of funds will depend on physical and financial progress 26th February, 2008

  12. Summary • RKVY has elicited good response from the States • Focus has to be on • Completion of DAPs/SAP • Implementation • Regular reporting of progress • Proper prep. & scrutiny of projects 26th February, 2008
