PG&E’s LIEE Contracts • Richard Heath and Associates (RHA) is PG&E’s administrative contractor for the LIEE Program. • RHA was hired through a competitive bid process. • The current LIEE administrator contract was awarded to RHA in 2005, and runs through 2008. RHA was also PG&E’s LIEE program administrator for 2002-2004. • PG&E’s previous LIEE administrator contracts were awarded through competitive bids for terms of 1-3 years. • RHA hires contractors to implement the LIEE program throughout PG&E’s service area. • RHA bid out LIEE implementation contracts at the start of its current contract, and bids out new contracts by county or project areas as necessary. • Pricing for LIEE measures and services is negotiated annually. • RHA currently has 17 weatherization contractors and 3 appliance contractors. • RHA contractors serving PG&E’s LIEE customers include both for-profit and non-profit/CBO agencies. • PG&E has additional LIEE leveraging contracts with 8 LIHEAP providers through which PG&E’s LIEE program pays for refrigerators to LIHEAP program participants who are also qualified PG&E LIEE customers.

PG&E Bid Selection Criteria • PG&E bid evaluation criteria for the LIEE administrator contract include: • Project management capability of the bidder, including collaboration with state and local agencies • Cost • Business capability • Information systems capability • Quality assurance • Delivery • Meeting PG&E corporate goals, including supplier diversity and environmental benefits
