LATAR BELAKANG Satu daripada National Key Result Area (NKRA) “semua murid yang tidak mempunyai masalah pembelajaran berkeupayaan untuk menguasai asas literasi dan numerasi selepas tiga tahun mengikuti pendidikan rendah menjelang 2012”. LP menyediakan instrumen saringan untuk menyaring, mengesan dan mengenalpasti penguasaan murid Tahun 1, 2 dan 3 LP telah mengadakan beberapa siri mesyuarat dan mengadakan wacana intelek dengan pelbagai pihak dalam usaha pengkonsepsian dan perekaan bentuk instrumen
