  4. THE OREGON DIPLOMA These are the minimum graduation requirements set by the state. Individual districts may have additional requirements. Oregon Department of Education

  5. High School Diploma: The Oregon Diploma A student will be awarded a regular diploma if he/she meets the full set of academic content standards and requirements for essential skills without modifications. Oregon Department of Education

  6. Credits Required for Graduation with a High School Diploma Oregon Department of Education

High School Diploma • Beginning in 2012, students must demonstrate proficiency in the following Essential Skills with or without accommodations: • Read and comprehend a variety of text (beginning 2012); • Write clearly and accurately; (beginning 2013); and, • Apply mathematics in a variety of settings (beginning 2014).   8. THE MODIFIED DIPLOMA Oregon Department of Education

  9. Modified Diploma • All School Districts and Public Charter Schools shall award a modified diploma to students who have: • demonstrated the inability to meet the full set of academic content standards • Fulfilled all state requirements as described in this rule Oregon Department of Education

  10. 12 required credits English/Lang Arts—3 Mathematics—2 Science—2 Social Sciences—2 Health Education —1 Physical Education—1 CTE, Arts or 2nd Lang--1 12 additional credits may include Additional core credits Career and Technical Education Electives Career development Modified Diploma Oregon Department of Education

  11. Modified Diploma Eligibility • A documented history of an inability to maintain grade level achievement due to significant learning and instructional barriers; --or-- • A documented history of a medical condition that creates a barrier to achievement. Oregon Department of Education

Modified Diploma School Teams • School District selects which school team shall decide if a student will work toward obtaining a high school diploma, modified diploma, extended diploma or alternate certificate • A school district or public charter school may award a modified diploma to a student only upon the consent of the parent or guardian of the student. • The requirement for obtaining the consent of a student’s parent or guardian does not apply to a student who is emancipated or has reached the age of majority of 18 years of age or older. Modified Diploma Timelines • Notification: Beginning in grade five, SD shall annually provide information to the parents or guardians of a student taking an alternate assessment of the availability of a modified diploma and the requirements for the modified diploma. • Decision: no earlier than the end of the 6th grade---no later than 2 years before student’s anticipated exit • Reverse decision: Made by school team or parent/adult student. Modified Diploma Federal Student Financial Aid • To qualify for FSFA a student must: • Have a high school diploma • Have a recognized equivalent, • Pass an independently administered ability-to-benefit test • USDE stated Oregon Modified Diploma does not meet the eligibility requirement.   16. Modified Diploma -- Earning Credit • Regular education with or without accommodations or modifications • Modified courses • Credit by proficiency Oregon Department of Education

Modified Diploma Additional Requirements • School districts and public charter schools shall ensure that students have access to the appropriate resources to achieve a modified diploma at each high school in the school district or at the public charter school. • Substantial academics Oregon Department of Education

Modified Diploma Essential Skills Modifications to the assessments for modified diploma: • For students on IEPs, modifications to Work Samples must be consistent with the requirements established in the IEP and any modifications to statewide assessments must be consistent with OAR 581-022-0610 section 4(d). Modified Diploma Essential Skills Modifications to the assessments for modified diploma: • For students not on IEPs, any modifications to Work samples must have been: • provided to the students during their instruction in the content area to be assessed; and • in the year in which the student is being assessed and • approved by the school team Oregon Department of Education

  22. Modified Diploma Graduation Ceremony • Each student receiving a modified diploma shall have the option of participating in the high school graduation ceremony with the members of their class receiving a regular high school diploma Oregon Department of Education

  23. Modified Diploma Effective Dates On or after July 1, 2009, school districts and public charter schools may not award a modified diploma that does not comply with the provisions of ORS 329.451 and this rule. Oregon Department of Education

  25. Extended Diploma • Inability to maintain grade level achievement • Medical condition • Alternate assessment • Serious illness or injury after grade eight Oregon Department of Education

  26. Extended Diploma • While in grade nine through completion of high school, complete 12 credits, which may not include more than 6 credits earned in a self-contained special education classroom and shall include: Oregon Department of Education

Extended Diploma Oregon Department of Education Must have consent of the parent Ensure access to appropriate resources to achieve an extended diploma at each high school in SD By grade 5 provide information to parents of students taking alternate assessment, of availability of an extended diploma

  28. Extended Diploma Oregon Department of Education May not deny a student opportunity to pursue diploma with more stringent requirements for sole reason that student has documented history. Make extended diplomas available to students during the 2009-10 school year.

  30. Alternative Certificate • All School districts and public charter schools shall make an alternative certificate available to students who do not obtain the regular high school diploma, a modified diploma or an extended diploma. Oregon Department of Education

  32. Alternative Certificate Graduation Ceremony • Each student receiving an Alternative Certificate shall have the option of participating in the high school graduation ceremony with the members of their class receiving a high school diploma. Oregon Department of Education

  33. Alternative Certificate Oregon Department of Education Ensure that students have access to the appropriate resources to achieve an extended diploma at each high school in the school district or at the public charter school. A student who receives an extended diploma shall have the option of participating in a high school graduation ceremony with the class of the student.

  34. Literacy Instruction • School districts and public charter schools shall provide age appropriate and developmentally appropriate literacy instruction to all students until graduation. Oregon Department of Education
