Support to Clean Air Initiatives • Conducted a one-day forum on “Government Vehicles’ Fleets Compliance to Biodiesel and Emission Standards” that was attended by 70 participants mostly d General Services Chiefs and drivers of various government agencies last April 18, 2006 at the Aguila Hall of PAWB. North Ave., Quezon City • Conducted a forum on “Bantay Sunog Basura” that was attended by 70 participants from local government units, civic-minded organizations, NGOs and academe last April 21, 2006 at the AQMTC, EMB, and November 22, 2006, at the Operations Center- DENR • Assisted in the conduct of a two-day seminar-workshop on Public Awareness on Acid Deposition last June 6-7, 2006 at the Camelot Hotel

Support to Clean Air Initiatives • Conducted a one-day Forum on “Good Practices of Local Government units on Clean Air Act Implementation” last June 8, 2006 at the EMB AQMTC, before about 70 representatives of LGUs in Metro Manila airshed • Conducted a half-day Forum on Preventive Vehicle Maintenance for Cleaner Air and Cost Savings last June 21, 2006, before 50 official drivers, and carriers of vehicles among EMB employees • Released the published version of the National Air Quality Status Report 2003-2004

Philippine Association of Tertiary Level Educational Institutions in Environmental Protection and Management • PATLEPAM RESOLUTION NO. 1, Series of 2006 • SUBJECT : RESOLUTION ADOPTING A CLEAN AIR SCHOOLS’ BAN ON ENTRY OF SMOKE-BELCHING VEHICLES ON A DESIGNATED DAY IN NOVEMBER, AND OTHER ACTIVITIES’TO HEIGHTEN “BANTAY TAMBUTSO SA • ESKWELA IN SUPPORT OF THE CLEAN AIR MONTH CELEBRATION, AND FOR OTHER PURPOSES • WHEREAS, every month of November of the year and thereafter was officially declared and adopted as a national clean air month in the Philippines pursuant to Proclamation No. 1109; • WHEREAS, the Department of Environment and Natural Resources (DENR,) through the Environmental Management Bureau (EMB), the lead implementing agency of the Clean Air Act (Republic Act No. 8749), was also tasked to spearhead and coordinate the said month-long celebration, and is campaigning to enlist various sectors, including the academe in the implementation of this program; • WHEREAS, the academic community, specifically the higher education institution-members of Philippine Association of Tertiary Level Educational Institutions in Environmental Protection and Management (PATLEPAM), are being looked upon as models/focal venues to emulate and provide strategic complementary actions to pursue the overall objectives of the National Clean Air Program; • WHEREAS, the major education departments, notably the Commission on Higher Education, Department of Education, and Technical Education and Skills Development Authority recently endorsed nationwide, to various schools under their jurisdiction, EMB’s Bantay Tambtuso sa Eskwela Program. • RESOLVED, as it is hereby resolved, in behalf of the Board, of Directors/Officers of the PATLEPAM, to coincide with the participating schools in attendance to the 11TH National Senior Educators’ Assembly Environmental Protection and Management, on the 2nd day of September 2006 in Quezon • For and in behalf of the PATLEPAM Board of Directors: • DR. RUTH GUZMAN • Chairperson, PATLEPAM Board of Directors Support to Clean Air Initiatives • Coordinated preparation of first drafts of: - Metro Manila Airshed Air Quality Status Report (2005) - National Air Quality Status Report (2005) • Coordinated the finalization and release of a resolution among the association of higher education institutions nationwide for the orchestrated ban on entry of smoke belching vehicles among participating schools on November 17, 2006, in support to the Clean Air Month celebration, including request-letters for the Commission on Higher Education and the Catholic Educators’ Association of the Philippines

Support to Clean Air Initiatives • Initiated the nationwide support for the Bantay Tambutso sa Eskwela program, with endorsements obtained from the Department of Education, Technical Education and Skills Development Authority, and the Commission on Higher Education • Conducted the Bantay Tambutso sa Eskwela Forum (last November 15) –cum exhibit (November 14-30, 2006) at the Mapua Institute of Technology. The Forum was participated in by about 140 participants (academic administrators, faculty members, and students leaders) from universities and colleges in Metro Manila and the nearby regions

Support to Clean Air Initiatives • Assisted and participated the Philippine Clean Air Act Implementation Review Workshop last November 24, 2006 at ADB • Assisted and participated in the Clean Air Summit last November 29, 2006 at ADB • Prepared news release on “DENR Steers Bantay Tambutso sa Eskwela,” which saw print at Manila Times (November 18, 2006), and Philippine Daily Inquirer (November 17, 2006), Philippine Star (November 26, 2006) and uploading at DENR website (beginning November 16, 2006 and the EMB website within November 2006

Support to Clean Air Initiatives • Coordinated the production with DMITRI production, of four 30-seconder televisions plugs on “Let’s Care for our Air, “particularly on 1) Christian Bautista on “Stop the Burning of Wastes”; 2) Heart Evangelista on “Quit Smoking ; 3) Lou Bonnevie on “ Take Alternative Modes of Transport” ; 4) Australian Youth Ambassadors and other youth volunteers on “ Global Campaign • Coordinated the airing on Studio 23, Channels 13 and 25 of the “Let’s Care for our Air” television plugs.

  9. Support to Solid Waste Management Initiatives • Assisted and participated in the meetings for the Solid Waste Reduction Master Plan (SWARM) workshop last February 1, 2006 and April 24, 2006 at the Miriam College • Assisted and participated to the selection and awarding of model schools for the SWARM project last February 20, 2006 at the Dep-Ed NCR • Finalization, publication and dissemination of two SWARMPlan Newsletters to different regional stakeholders

  10. Support to Solid Waste Management Initiatives • Prepared hand-out on Bantay Sunog Basura , which was distributed in several fora, and uploaded at the EMB and DENR websites since May 2006 to date • Edited and prepared lay-out for the Linis Estero flyer. • Initiated the discussions towards the Balik Supot, Bawas Balot, Bawas Basura campaign last September 2006, among member-supermarkets of the Philippine Association of Supermarkets, Inc.

  11. Support to Solid Waste Management Initiatives • Supported and participated in the UNDP-assisted Community-based Ecological Solid Waste Management Project • Spearheaded community and house-to-house surveys, and information campaign on Solid Waste Management to Barangays, in Roxas District, Quezon City in line with the International Clean up celebrations • Assisted the television productions in Solid Waste Management, and “Pagsugpo ng Polusyon: Usapang Hangin , Tubig at Basura“ last September 3 and 24, 2006 respectively, at Channel’s 4 Tinig ng Bayan • Conducted on-the-spot contest on waste reuse and recycling for persons with disabilities at the SM San Lazaro last July 21, 2006.

Support to Water Quality Management Initiatives • Participated in the JICA-assisted Project on the Information and Education Group that prepared the National and Regional Water Quality Status Reports for Regions 3, 6 and 12 • Participated the Technical Working Group meetings on the preparation of a water and sanitation module for students initiated by Plan Philippines

  13. Support to Water Quality Management Initiatives • Conducted the 11th National Senior Educators’ Assembly in Environmental Protection and Management last September 28-29, 2006 at the Hotel Supreme, Baguio City with the theme “Water Resources Management: Trends, Problems and Prospects” and attended by 110 senior academic administrators nationwide. • Prepared the EMB’s 2007 calendar with the theme” Our World, Our Water”.

  14. Support to Toxic and Hazardous Waste Management Initiatives • Participated and assisted in the launching of the National Implementation Plan of the for the Elimination of Persistent Organic Pollutants last October 15, 2006 at the Operations Center , 2nd Floor, DENR

  15. Support to Environmental Impact Assessment Initiatives • Assisted in the conduct of the three-day Training-Workshop on Enhancing the Performance of Environmental Monitoring and Audit Role of Multipartite Monitoring Teams last November 8-10, 2006 that was attended by about 50 participants from different multipartite monitoring teams in the country at the University Hotel in UP Diliman, Quezon City. • Facilitated the release with the Philippine Information Agency of a 15-seconder video documentary on the Philippine Environmental Impact Assessment System.

  16. Support to Environmental Management Systems • Conducted a series of seminars on the EMB’s Environmental Management Systems (EMS) for: - selected EMB employees - EMB janitors and security guards - EMB drivers, and carriers of vehicles

  17. Support to Cross-cutting Environmental Management/Education concerns of EMB • Assisted the implementation of a work program for an Australian Youth Ambassador for Development (AYAD) who was be housed at the EEID for nine months beginning April 2006. • Participated and provided inputs to the meeting on The Access Initiative (access to information, decision-making and justice) held last April 26, 2006 in Bangkok, Thailand. • Conducted a series of meeting-workshops of the network of tertiary level educational institutions.

  18. Support to Cross-cutting Environmental Management/Education concerns of EMB • Participated and provided inputs to the three-day writeshop on IEC materials last February 15-17, 2006 at PAWB, Quezon City. • Initiated series of Gender and Development activities last March 2006.

  19. Support to Cross-cutting Environmental Management/Education concerns of EMB • Conducted a two-day Forum on “Accelerating Environmental Education Towards Sustainable Development: Taking up the Challenges” last July 4-5, 2006 at the University Hotel at UP Diliman. • Conducted a two-day workshop on Results-based Monitoring and Evaluation last July 10-11, 2006 at the Sulo Hotel for the UNDP-assisted Capacity 2015 project. • Assisted the participation of EMB to the Green Philippines Highway project of the DENR last August 2006

  20. Support to Cross-cutting Environmental Management/Education concerns of EMB • Conducted a Training on “Enhancing Communication of Environmental Laws and Concerns” for EMB Regional Environmental Education and Information Officers on October 26-27, 2006 at the Oasis Hotel in Angeles, Pampanga. • Finalized and published the tertiary level educational institutions newsletter

  21. Support to Cross-cutting Environmental Management/Education concerns of EMB • Participated in the Technical Working Group meetings of the DENR’s Task Force Curriculum • Moderated the PCSD Sub-Committee on Information and Education Working Group of the Philippine Virtual Plenary Network • Continuously conducted lectures on various environmental issues and concerns, including for Consumer- net organizations

  22. Support to Clean Development Mechanism and Climate Change • Organized a forum on “Climate Change” that was attended by 60 participants from different sectors last April 20, 2006 at the AQMTC, EMB, Quezon City, and other capacity-bldg activities on Clean Development Mechanism • Coordinated the conduct of exhibit on Climate Change from April 20-30, 2006 at the DENR Lobby
