Conclusion What do we learn? • Immigration policies are the traditional mechanism for managing international migration flows • Circular migration is little developed • Bi-lateral agreements focus on facilitating labour mobility/recruitment/social protection rather than managing migration • High variations among countries on the types of agreements 7

Mobility-Recruitment (EU) • Economic crisis – new migration patterns • No easy solutions – free movement • Solidarity via EU Cohesion Funds 2014-2020 • EPSU/Hospeem Code on Ethical Recruitment Exchange practice, improve data/info • Joint Action:mobility data • EU study on effective retention measures • OECD study on education and training capacities of doctors/nurses
