  1. Public Authorities – Constructions and Real Estate Building (construction and reconstruction) is carried out by the „Bundesbauverwaltung” (Federal Building Administration). Photo „BMVBS“, Invaliden Street Administration and management is carried out by the „Bundesimmobilienanstalt” (Federal Real Estate Management Agency). Photo „BMF“, Wilhelm Street BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  2. Duties and Responsibilities of the Federal Building Administration The Federal Building Administration is responsible (as a principal) for functions connected with construction by the federal government, i.e. management, coordination, control system and documentation of building projects. BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  3. Federal Construction under the “RBBau” (Federal Construction Guidelines) BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  4. Construction Phases under “RBBau” participants public utility provider planning department architects technical planners and engineers special experts contractors • Decision documentation for construction (“ES-Bau”) • - specification of needs, cost estimate, cost maximum • Design documentation for construction (“EW-Bau”) - design and approval plans, cost calculations • Implementation planning of construction - implementation plans, bill of quantities, cost control • Implementation of construction - tendering and award procedures, cost control, monitoring • Documentation of building projects • - plans, facility documentation BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  5. Communication Requirements  Data Exchange across various stages all participants • Decision documentation for construction • Design documentation for construction • Implementation planning • Implementation • Documentation of building projects architects technical planners and engineers special experts contractors planning department public utility provider BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  6. Goals: 1. Optimizing the Planning / Building Process- greater adherence to schedules and costs - fewer communication problems - improved coordination - fewer planning errors- increased legal security 2. Supplying Building Documentation - on time (at final completion of construction) - high-quality data Means: Simple, smooth, intelligent data exchange among all participants involved in construction. BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  7. Problems and Solutions IFC requires an intelligent virtual building model using objects for data exchange, i.e. - model based planning - paradigm shift from 2D drawings to 3D models - improved planning tools - modified training of architects and draftsmen - IFC interfaces in all involved software products BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  8. What should public planning authorities do ? • Increase support for standardization in construction by the public building administration • General support for non-proprietary open interfaces in construction (to avoid vendor dependence) • Support the IAI by setting up a task force on „public planning authorities” to specify technical requirements and document them in a project manual BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture

  9. Thank you for your attention ! BBR, Dr. Kaltenbrunner, head of department for construction, living, architecture
