  7. ความเห็นสำนักงบประมาณความเห็นสำนักงบประมาณ ควรให้ความเห็นชอบให้ สมอ. เข้าเป็นสมาชิกเพื่อให้การดำเนินงานของ สมอ. ได้รับการยอมรับในระดับสากลและภูมิภาคตลอดจนมีการแลกเปลี่ยนความรู้ข้อมูลข่าวสารและประสบการณ์ระหว่างประเทศผู้เป็นสมาชิก ซึ่งจะเป็นประโยชน์ในการพัฒนางานด้านการรับรองระบบงาน และลดอุปสรรคอันเกิดจากการนำมาตรฐานมาเป็นข้อกีดกันทางการค้า และเพิ่มขีดความสามารถของประเทศไทยในการแข่งขันทางการค้าระหว่างประเทศ พร้อมทั้งให้สมอ.เสนอขอตั้งงบประมาณรายจ่ายประจำปีต่อไปได้

  8. ความเห็นกระทรวงการต่างประเทศความเห็นกระทรวงการต่างประเทศ บันทึกความเข้าใจไม่เจตนาให้มีผลผูกพันทางกฎหมาย จึงไม่มีผลเป็นสนธิสัญญา ดังนั้นการพิจารณาเรื่องนี้จึงเป็นการพิจารณาในแง่นโยบายเป็นสำคัญ ซึ่งหากส่วนราชการผู้ปฏิบัติเห็นสมควรเข้าเป็นสมาชิก ตลอดจนสามารถปฏิบัติตามพันธะกรณีได้ครบถ้วนก็ควรสนับสนุน นอกจากนี้การเข้าเป็นสมาชิกในองค์กรดังกล่าว นอกจากจะได้ประโยชน์ในการพัฒนางานด้านการรับรองระบบงานและเพิ่มขีดความสามารถของประเทศไทยในการแข่งขันทางการค้าระหว่างประเทศ โดยการยกระดับมาตรฐานผลิตภัณฑ์ของไทยให้ทัดเทียมกับนานาประเทศแล้ว ยังช่วยให้ประเทศไทยสามารถมีบทบาทในองค์กรต่างๆในการพิจารณาและการกำหนดมาตรฐานผลิตภัณฑ์อุตสาหกรรมในลักษณะที่จะช่วยป้องกันมิให้มีการใช้มาตรฐานสินค้ามาเป็นข้อกีดกันทางการค้าได้

  9. สมาชิกภาพของประเทศไทยสมาชิกภาพของประเทศไทย มติครม. 18 กพ.40 1. เห็นชอบให้สมอ.เข้าร่วมเป็นสมาชิกในฐานะผู้แทนประเทศไทย ประเภทสมาชิกผู้มีอำนาจเต็ม 2. อนุมัติให้ลงนามในบันทึกความเข้าใจการเข้าเป็นสมาชิก 3. สำหรับค่าใช้จ่ายในการเข้าร่วมเป็นสมาชิกองค์กรดังกล่าวให้สมอ. ทำความตกลงในรายละเอียดกับสำนักงบประมาณต่อไป

Strength • Well developed and documented system to support programs. • Good discipline within the witness methodology. • A stringent approval system. • International Focus, participation at international fora. • Good balance and stakeholder representation on committees. • Opportunity for liaison with other government bodies. Access to government pool of experts • Demonstrated concern for the creditability of their programs as evident from suspension and withdrawal decisions documented.

Report on Witnessing • Team members split up to accomplish assigned tasks but conferred at various stages of the assessment to adjust their plans. • Auditors demonstrated good knowledge of the criteria and experience at addressing the certification requirements, all appeared technically knowledgeable. • There was particularly good coverage of auditor competency, internal audits, and the CB's certification process.

  23. Report on Witnessing • Both lead auditors managed the processes well and were aware of time limitations and the logistics of their assessments. • The one recommendation provided to the team members was to be conscious of the scope of control demonstrated by branch offices of international certification bodies. ONAC has the right to investigate head office practises (as a related body) when assessing a regional office even when they have separate legal identities.
