Background • Czech Republic is a typical emerging (or re-emerging) donor country • The Czech ODA programme started in 1995, by the decision of the Government • In 1999, Czech Ministry of Foreign Affairs and United Nations Development Programme decided to launch the Project „Promotion of National Capacities …“ to assist the Czech Republic in its transition from recipient to donor status

UNDP Project objectives(Phase One – 1999 – 2001) • Design a national policy and strategic framework for development co-operation • Propose mechanisms for aid delivery and management • Strengthen human capacities and development awareness • Exchange knowledge with experienced donors through development partnerships

UNDP Project(Phase Two – 2002 – 2004) Based on the successful results of the Project: • an agreement was signed by MFA, UNDP and Institute of International Relations to establish institutional capacity for development co-operation – Development Centre • Phase Two of the Project was designed for the period 2002 – 2004 with new immediate objectives and outputs

UNDP Project Objectives(Phase Two – 2002 – 2004) • Make the Development Centre fully operational • Continue to provide advice for MFA and development constituency • Prepare Country Strategy Papers for the Czech Priority Countries • Design, propose and backstop selected ODA projects • Monitor and Evaluate the implementation of Czech ODA • Conduct Development Research • Support Development Studies programmes and development education • Raise public awareness on ODA • Promote partnership with selected OECD countries and UN agencies

Development Centre • Hosted by the Institute of International Relations, Prague • Seven full and/or part time development specialists • For specific tasks – national and international experts are appointed as consultants • Close co-operation with MFA and line ministries (responsible for ODA implementation) as well as with a number of stakeholders, including NGOs
