Requirement for the LCAP Under the Local Control Funding Formula, all school districts, county offices of education, and charter schools are required to prepare a local control and accountability plan (LCAP), which describes how they intend to meet annual goals for all pupils, with specific activities to address state and local priorities identified pursuant to California Education Code (EC) sections 52060(d), 52066(d), and 47605. The LCAP must be completed in conformance with the State Board of Education adopted template.

  4. Revision Requirement Education Code (EC) Section 52064(b), as amended by Assembly Bill 1840, requires the SBE to adopt a revised LCAP template on or before January 31, 2020. The revised template will be effective for the 2020-23 LCAP cycle.

  5. Legislative Intent for Changes • Streamline content and format to make information within the LCAP more accessible for parents and other local stakeholders. • Present information about actions that contribute to increased or improved services for unduplicated pupils and associated expenditures, in a manner that more clearly shows whether these services are being targeted to specific schoolsites or provided on a districtwide, countywide, or charterwide basis.

  7. “Accessibility” of Language The LCAP Template shall, to the greatest extent practicable, use language that is understandable and accessible to parents (EC Section 52064(d)). Instructions may be more technical in nature to ensure LEAs can complete the template properly.

Prioritizing LCFF Priorities/Goals • To approach the planning process differently, LEAs should prioritize the state priorities within the planning process and consider performance on the Dashboard in determining how to prioritize the specific actions and expenditures (EC Section 52064(e)(3)). • LEAs must continue to track progress of metrics in all LCFF priorities (EC Section 52064(e)(2)).

LCAP Expenditure Summary Table • Statute requires the LCAP template to consolidate the expenditures in one or more summary tables (EC Section 52064(b)(3)). • Broken out by: • Fund source (i.e. LCFF Funds, Other State Funds, Local Funds, and Federal Funds) • Personnel and Non-Personnel expenditures • Expenditure tables should substantially reduce the length of most LCAPs

Increase or Improve Services Summary • Statute also requires consolidation of the expenditures for actions that contribute to increasing or improving services for unduplicated students into one place (EC Section 52064(b)(4)). • Clearly specifying which actions are being provided LEA-wide, targeted to specific unduplicated student groups, or provided at individual school sites will allow LEAs and stakeholders to quickly see how increased or improved services are being provided, improving transparency
