Incentives for Universities Higher Education Funding Council for England • Funds high-quality, cost-effective teaching and research • Enhancing excellence in learning and teaching • Enhancing excellence in research • Enhancing the contribution of HE to the economy and society • Sustaining a high-quality higher education sector Research Assessment and New Research Excellence Framework (REF) • Assessing the quality of research in UK higher education institutions • Greater emphasis on the social and economic impact of research • Greater recognition of applied and translational activities within the science career framework

Incentives for Applied research Biotechnology and Biological Sciences Research Council (BBSRC) • High-quality basic, strategic and applied research and postgraduate training relating to the understanding and exploitation of biological systems • Advance knowledge and technology and provide trained scientists and engineers, which meet the needs of users and beneficiaries Research Institutes e.g. Rothamsted Research • Be recognised internationally as a primary source of first-class scientific research and new knowledge that addresses stakeholder requirements for innovative policies, products and practices to enhance the economic, environmental and societal value of agricultural land Defra Agencies e.g. Food and Environment Research Agency (Fera) Universities, including former institutes (WarwickHRI, IBERS)

Incentives for experimental stations East Malling Research (EMR) • Provides research, innovation and science-based solutions to enable sustainable horticulture and to develop land-based industries • Driven commercially and seek enduring customer relationships, active collaborations and delivery of practical solutions NIAB –TAG (The Arable Group) • Provides independent science-based research and information to support, develop and promote agriculture and horticulture; helping the industry to fulfil its potential in supplying food and renewable resources, while respecting the natural environment

Incentives for Business R&D Tax Credits • Allows all companies undertaking qualifying R&D expenditure to claim relief from corporation tax – includes agri-food sector Collaborative Research (UK schemes under former DTI and now BIS) e.g. Technology Strategy Board Sustainable Agriculture and Food Innovation Platform • Supports collaborative R&D between public R&D funders and industry • Aims to stimulate new technological developments for increasing food productionwhilst reducing environmental impact • The first competition call ‘New Approaches to Crop Protection’ saw £13M of government funding with matched contribution from industry • Current call on ‘Sustainable Protein’

Incentives for Extension ADAS as a commercial service • Help clients prosper and achieve their aims through the provision of robust, informed, science-based information, advice and implementation services Association of Independent Crop Consultants (AICC) • Provides advise on more than 3 million acres of arable land in the UK Agronomists serving large farming companies ; trade distributors Farming Associations • Keep growers and independent agronomists up to date with agronomy issues as they develop through the year and for the longer term decision making FarmAdvisory System (FAS) for Cross ComplianceAdvice Farming Section on Business Link (Defra WholeFarmApproach) • Guidance, information and online tools for farm businesses

  8. Education & Skills for agriculture • Low demand from industry at graduate level ? BBSRC identified plant and agricultural science as an important future priority for skills and training   • Agricultural degree courses offered by some universities (under pressures) • Funding is available for skills and knowledge transfer to rural businesses, including farmers, through Axis 1 and Axis 3 of the Rural Development Programme for England (RDPE) • Department for Business Innovation and Skills (BIS)and Lantra support Apprenticeships in the agriculture, horticulture and animal care sectors • The land based college networks provide wide range of agricultural and related training for 14 years upwards

Role of AHDB for KT / KE Agriculture and Horticulture Development Board (AHDB) = Levy Sectors • ‘Independent’: pivotal role improving industry efficiency and competitiveness through Research and Knowledge Transfer • Effective delivery of KT/KE to levy payers (farmers and growers) to improve UK’s sustainable competitiveness • Interface between R&D providers, consultants, farmers/growers, advisers, government agencies etc to form a key independent role in commissioning, facilitating, acquiring and making sure the latest research gets out into practice on farms • Network of trained KT/KE exerts at ground level ; programmes of local workshops and on-farm events to facilitate knowledge exchange between the research community and end users communities

Monitoring and evaluation of AKIS Policy AHDB Sector Strategies and Feedback • Revised every five years through workshops and feedback Defra R&D: Integrated Advice Pilot (IAP) • Test the effectiveness of delivering integrated advice while reducing the burden on farmers BBSRC/Defra Study: • How does the process of KE and translational research take place within the UK agri- food industries? • Develop a robust, generic and transferable methodology using the UK wheat supply chain as an example
