  17. 制度式觀點 §所有人皆應有適當收入 §應給予符合申請資格者救助， 去除主觀、偏見及懷疑的判斷 。接受救助是一種權利，應以 客觀需求為依據。 §多數人寧可工作賺錢，不得已 才領取救助。
