  2. MOU signing ceremony prerequisites: • HQ SACT, FN and SNs have staffed and agreed the Functional MOU. • FN and SNs have staffed and agreed the Operational MOU. • FN and SNs have obtained authorization for the person signing the MOUs. • Availability of SACT or DSACT

  3. MOU signing ceremony • A simple 30 min ceremony at HQ SACT • Speeches from HQ SACT and the FN • Vin d'honneur • FN normally sends 2-3 people • (Dir + Flag sponsor + ?) • SNs use NLRs to sign • SACT or DSACT will sign for NATO

  4. MOU signing ceremony responsibilities • FN – Ensure MOUs have been staffed and approved in all SNs and NATO. • SNs – Ensure SACT NLRs have authorization to sign. • TNB + BGR NLR – Arrange ceremony dates and all other support.

  5. Steps to Accreditation: • COE completes a “self assessment questionnaire” based on IMSM-416 • HQ SACT provides comments to answers • HQ SACT performs accreditation visit • HQ SACT writes report to MC • MC considers report and makes recommendations to the NAC • NAC decide (by silence) to accredit the COE and confer International status

  6. Accreditation checks: • COE Facilities (Building and infrastructure) • COE Safety & Security • Communications and IT • COE Manning – at least from FN ! • FN Support in place • Funding (budget) • Agreed POW • Command and Control – Steering Committee in place and functioning?

  7. Accreditation timeframe = 3 – 4 Months from MOU signing HQ SACT’s assessment visit follows the MOU signing (When FN is ready) and immediately proceeds the 1st SC meeting – (Same week) Preliminary results are reported to the SC
