  2. Aim and content • To present the today's ambitions of the EGR project • To keep/get orientation: is the EGR project on the right track? • To get supporters as users and as contributors to specification of requirements for the EGR 4° ESSnet workshop on the EuroGroups Register

Purpose of the Vision document • The primary mean of communication between management, ICT-activities and stakeholders. • Describes the IT system as it should be built from the stakeholder's perspective. • The focus is on the needs that stakeholders (register staff and statisticians) have on the features which a system must have to fulfil the needs. EGR ambitions • to become the platform that supports the production of micro based statistics on globalisation in Europe • by offering compilers access to integrated and up-to-date register data on multinational enterprise groups • by way of collecting, comparing and selecting information from different commercial and institutional sources • the EGR provides a set of pooled information that allows compilers of statistics to organise the data collection and to produce statistics on the basis of shared and coordinated information basis. 4° ESSnet workshop on the EuroGroups Register

Main priorities according to stakeholders (2008) • The identification of units (including matching/linking of units in the different registers) • Sharing of information and access for the users to the whole structure of enterprise groups • The coverage/content of the EGR Main stakeholders: FATS, FDI, National Accounts, Foreign Trade See document: Doc. The identification of units (1) • Identification of legal units • Unique identification by EGR identification number: EU_LEU_ID (= 10 digit number) • Linked to this number: • ID number of the legal units in the national statistical business registers • ID number of the legal units in the official national administrative registers (now 1 – to be extended) • ID numbers used by the commercial data providers (D&B, BvD, ISIN, VALOR, SEDOL, World Vest base number, WEB addresses) 4° ESSnet workshop on the EuroGroups Register

The identification of units (2) • Identification of enterprise groups • Unique identification by EGR identification number: GLOBAL_EG_ID (= 10 digit number) • Unique in time: subjected to continuity rules in case of merging, acquisition etc. • Linked to this: • Legal units controlled by the group head • First shot minority ownerships up and down • Enterprise units 4° ESSnet workshop on the EuroGroups Register

Sharing of information and access (1) Data management challenges in cooperation with stakeholders • Data governance How to ensure that EGR data can be trusted, are used and are used on the right way • Data quality management How to define the quality requirements How toe measure the quality How to develop/maintain quality strategies • Data security management How to realise controlled access • Data integration How to link units from different sources How to integrate information from different sources • Meta data management How to communicate on content, methodology and quality of the EGR 4° ESSnet workshop on the EuroGroups Register

Sharing of information and access (2) Main data managementissues? • Verifying/updating the output requirements for FATS and FDI (towards a quarterly cycle?) • Accessing the EGR data • Implementing the EGR in production of statistics • Validating the results of the integration of information from different sources • Enriching the EGR with results of ‘Profiling’ 4° ESSnet workshop on the EuroGroups Register

Sharing of information and access (3) Access by a web interface (main IT features): • Viewing EGR data • ERG website • Selecting survey populations • Online updating of EGR data • Validating results of the integration of data • Adding/updating profile reports/structures to the EGR • Exchanging information on ‘events’ and ‘quality issues’ between register staff/statisticians • Notifying users in case of relevant events with MNEs • EGR: a hub to data sources for statisticians? 4° ESSnet workshop on the EuroGroups Register

The coverage/content of the EGR Presently: • About 6000 MNEs • Result from integration of data from commercial providers and NSI’s • From most NSIs data (NACE, Turnover and Employment) on national enterprises available • On group level data (Assets, Turnover and Employment) as far as provided by commercial providers • No validation yet of structures of MNEs except UCI (not comprehensive) • Second cycle started with inclusion of 2009 data from commercial providers • In May preliminary 2009 population frame available 4° ESSnet workshop on the EuroGroups Register

  13. The coverage/content of the EGR Upcoming: • In October a next preliminary 2009 population frame available including NSI data • Improved validation procedure of UCI • Reference year 2010: about 10000 MNEs (how to select?) 4° ESSnet workshop on the EuroGroups Register

Stakeholder relevant milestones October 2010: • Definition of the 2010 EGR population of 10 000 MNEs • Main features and content of EGR version 2.0 • FATS and FDI requirements • IT architecture EGR version 2.0 • Remote access January 2012: Start implementation of EGR version 2.0 4° ESSnet workshop on the EuroGroups Register
