We must look beyond traditional surveillance of ports, waterways, and oceans, and continuously adapt to new challenges and opportunities. Citizen’s Action Network The Citizen’s Action Network is a group of more than 550 dedicated volunteers who live on or near our waters who stand ready to support the missions of the United States Coast Guard, the Royal Canadian Mounted Police and its partners simply by taking calls day or night and reporting or corroborating what they see on the water or on their beaches.

  6. The Coast Guard and its partners in the Northwest are responsible for more than 4,000 linear miles of waterways. They maintain marine traffic systems, guard our coasts, protect our country’s largest ferry system and patrol refineries and important port facilities. With so much to do in such a large and important area, it’s in everybody’s best interest to have an added layer of eyes on the water!

  18. CAN/AWW/RCMP SUCCESS A Canadian resident observed small vessel approach shore from nearby island at night, no lights. RCMP Investigation on nearby island revealed MDA lab in pre-production phase. CAN Members placed on watch in response to a bomb threat to the Tacoma Narrows Bridge; aided USCG & LE in identifying unusual boats or beachgoers in area.

  19. CAN/AWW/RCMP SUCCESS USCG called RCMP requesting assistance in locating vessel that was evading detection. RCMP called upon Coastal Watchers and suspect vessel was twice located in transit. Info relayed to USCG who affected a successful apprehension. A CAN member called in a suspicious cylinder which had washed up on a community beach. The Coast Guard sent investigators to the scene and assessed it to be hazardous. The cylinder was safely removed and disposed of.

  20. CAN/AWW/RCMP SUCCESS A Canadian citizen observes decrepit vessel in British Columbia. Aware of Coastal Watch profiles, he calls Coastal Watch reporting number. RCMP able to respond to apprehend 159 PRC migrants on board. A homeless man steals a 42-foot yacht and flees with a hostage into the vast South Puget Sound. Several CAN members called up and put on watch. Over three hours the vessel is ID’d and a successful arrest is made. Hostage is released safely.

Auxiliary members Black – Pollution priority members Yellow – Tribal members What Happened • 28-foot Boston Whaler is stolen from Oak Bay Marina in Vancouver, British Columbia. • Royal Canadian Mounted Police requests assistance from the Coast Guard’s Citizen’s Action Network. • Information was shared between RCMP & USCG that allowed a digital call to be placed to each Puget Sound region CAN member with a description of the missing vessel and last known location.

  24. What CAN members received • A digital call activating the system. • A follow-on e-mail the next day with additional information on the missing vessel and photos of the boat.

  25. How it helped • 138 CAN members received a digital phone call and 159 members received a follow-up e-mail. • CAN Member David Jameson called the NRC and reported a 28-foot Boston Whaler, matching the description, fueling in Boston Harbor, Olympia, WA. NRC notified Sector Seattle and the local sheriff’s department. The vessel departed the scene before investigators arrived. • Case is still under investigation.
