Priorities for NOAA Fisheries NOAA Fisheries mandates for science-based living marine resource stewardship: to continue progress in our national quest to end overfishing and rebuild stocks; and to recover and conserve protected resources. All other NOAA Fisheries programs, projects and activities should be designed and conducted to support these core mission mandates. Science Programs NOAA Fisheries Science Enterprise Mission • Conduct scientific research that improves the ability of the US government to: • Monitor and assess fish, invertebrate, and protected species populations, fisheries, marine ecosystems, and the associated human communities which rely on these resources. • Understand and forecast effects of climate change on marine ecosystems. • Describe and assess the role of habitats in supporting healthy marine ecosystems and populations of fish, crab, and marine mammals.

Science Programs This research is • Authorized by: • Magnuson-Stevens Fishery Conservation and Management Act of 1996, • Marine Mammal Protection Act of 1972 • Endangered Species Act of 1973. • Located in: • Silver Spring Office of Science and Technology • 6 regional Science Centers (including 22 Laboratories) • Conducted by: • ~1,400 scientists working with a ~$400M budget

Professional and Technical Service requirements Science and Technical Support Service (SciTech II) Scientific and technical support of NMFS scientific research and technology development activities, including: biology,  ecology,  economic and social science, oceanography, management of scientific information, engineering and other disciplines used to fulfill its conservation and management mission for living marine resources. Contribute professional expertise and experience concerning US Government science policy, the legislative process, and living marine resource management and conservation. Engineering Mission Operations Support Services (EMOSS III) Provide technical support and requirements/design development in support of NOAA's Fisheries Survey Vessel construction; provide guidance and coordination to NMFS Science Centers for platform services in support of survey and research activities, including coordinating days at sea on ships in the NOAA fleet, ships of the University National Oceanographic Laboratory System, chartered fishing industry vessels, NMFS-operated small boats, and flight hours on NOAA and other aircraft. Program and Project Management Services Develop, draft and coordinate baseline assessments, program plans, spending plans, budget and other program planning and documentation; coordinate the exchange of scientific research program information; organize scientific and technical workshops related to NMFS' mission goals and statutory mandates; and interface with NMFS Headquarters and regional Science Centers to collect user inputs, ideas, and requirements. Data Collection Collecting fisheries data at sea • The collection of data by NMFS is the backbone of our organization. • This work covers all phases of the research program, including survey/statistical design, conducting of research, analysis of results, and communication of results.   12. Fishery Observers Sorting trawl survey catch in the Bering Sea Alaska • Stock Assessments play a key role in determining the condition of fisheries resources in the U.S. Exclusive Economic Zone. • Contracted Fishery Observers play a key role in data collection and rule compliance.

Hawaiian Monk Seals Hawaiian Monk Seal (Photo credit Bradley Ryon) • Critically endangered: approx. 1, 100 seals and declining • The risk of entanglement from nets and other marine debris is a major threat to Hawaiian monk seal survival in the North West Hawaiian Islands (NWHI). •  From 1996-2011, NMFS’s marine debris team removed approximately 703 metric tons (MT) of derelict fishing gear from various locations within the NWHI • Research and Enhancement Activities: • Survival enhancement (direct interventions and development of tools to improve juvenile survival) • Foraging research • Health and disease research • Population assessments

Corals Acropora Coral • NMFS efforts are centered on  long term demographic monitoring of Acropora palmata to collect basic population data such as the numbers and sizes of individual colonies as well as recruitment (birth rates) and mortality (death rates) so that changes to the population can be documented and a future trajectory can be estimated. Contracted Services have included: • Development of new underwater diagnostic Techniques and Underwater Equipment

  16. Essential Fish Habitat (EFH) Coordinator conducting in-water SCUBA visual surveys of EFH impacts. Contractor Services Include: Coral taxonomic expertise, NOAA SCUBA Certification, underwater survey methods Ability to meet the statutory analysis, and consultation requirements under deadline. EFH Coordinator

Seafood Inspection Sampling edible flesh for seafood safety analysis • “Under authority in the 1946 Agricultural Marketing Act, the NOAA Seafood Inspection Program provides inspection services for fish, shellfish, and fishery products to the industry. • Work includes: Sanitation Inspection, System and Process Audits, Product Inspection and Grading, Product Lot Inspection, Laboratory Analyses, Training, Consultation, and Export Certification. • Seafood Safety (e.g., Gulf Oil Spill) Contracted Services Required by NOAA: • Biological Technicians • Veterinarian Services • Laboratory Services • Pathology Services
