INTRODUCTION 1) Cabinet approved the Framework for the professionalisation of the public service. 2) One of the five critical pillars of the framework is effective planning and performance management. 3) On 8 August 2023, the Cabinet approved the proposed PMDS changes and requested the MPSA to issue a revised directive on the PMDS for HoDs. 4) The DPSA and DPME had two engagements (5 and 16 February 2024) to discuss the outcome of the interviews conducted with HoDs and the survey by the DPME on the HoD PMDS. Among others, the following were highlighted as areas to be addressed: • Challenges with the political-administrative interface. • There is a need for standardised key result areas for DGs/HoDs. • Introduction of the 360-degree feedback. • Inclusion of experts in the evaluation panels. “Growing South Africa together for a capable and ethical Public Service” 3

PERFORMANCE CONTRACTING Assessment Development Contracting • MID-YEAR REVIEW • HoD do self assessment • Submit it to the DPME or OTPs by November annually • Weighting of KRAs should total 100% Learning and Development• HoDs identify their development Standardised KRAs • KRAs weighted 30% and not less than 10%. • PAs will be signed electronically and • Assessment outcome inform the development Annual Assessment • Annual assessment • HoDs do self assessment on KRAs and KGFAs • Submitted by 31 July annually • Annual Report and AG findings are used as validators and are scored • HoDs to manage their personal development • DPME online PM system is compulsory • Newly appointed HoDs - Sign within 30 Days • HoDs appointed 2 month at end of cycle do not sign PA • Developmental areas will be included in the PDP “Growing South Africa together for a capable and ethical Public Service” 8

  11. 360-DEGREE FEEDBACK • The 360-degree feedback will consist of the following participants and will assist EAs in the process of feedback: o Self-assessment by the HoD. o The relevant EA. o Peer assessment. o Immediate DG/ HOD direct reports/subordinates' assessment. • The 360-degree is for developmental purposes and may be considered by the evaluation panel. “Growing South Africa together for a capable and ethical Public Service” 11

HODs EVALUATION PANEL DPME or OTP will facilitate the appointment of the evaluation of Panel Evaluation Panel • Experts from the sector. • DGs from DPME, DPSA, the Chairperson of the Clusters must be standing members. • PSC involvement - DG Presidency, DPSA, DPME and DGs in OTPs. • EAs to respond within 10 days to the recommendation of the evaluation panel. “Growing South Africa together for a capable and ethical Public Service” 12

WAY FORWARD Approval Election year Online system • The HoDs PMDS will be issued by the MPSA • 2024/2025 being an election year give sufficient time for rollout. • The DPME will revise the online PMDS and issue updated Evaluation Guidelines. • DPSA and DPME will capacitate HoDs and coordinators • Directive will be effective from 1April 2024 “Growing South Africa together for a capable and ethical Public Service” 13
