SASEPOL (present project) activities are: • A common management of safety, security and pollution prevention for the maritime and port industry including • Experts assess, help and train Maritime and Port Administrations, Shipping industry, training institutes to implement all international conventions (IMO/ILO) and incitate them to apply EU regulations • Define and prepare « best practice ports » for PSC/ Security and Waste management as example for the other ports • Create national and regional working groups for S/S and pollution prevention, • National working groups have a role of monitoring the conformity situation in the country • Prepare a Regional Action Plan for the effective implementation of these matters by means of intensive cooperation • In association with • Ramboll, Milieu & Tethys

SASEMAS proposedactivities are: • Create a common mangementsystem for maritime safety and security matters in a regional approach • NB: Safety of shipping traditionnally includes pollution prevention from shipping activities • This common system will ensure conformity and harmonisation of safety and security practices in the maritime and port industry • The main tasks of the system is to provide a competent body able to monitor the level of conformity and provide advice. • Monitoring is performed via audits. A common management system establishes cross audits (auditors from one country auditing another country’s system) • The system is dedicated for a « region » with common interest (BS on one hand, CS on the other hand for example) • Once the level of conformity of participating countries in ratification, implementation and enforcement are almost equivalent, a joint management system could be envisaged between the two regions (BS and CS) • In association with • Ramboll, Milieu & Tethys

Can theymergetogether ? • Same objectives: improvement of conformity of participating countries with international conventions or guidelines and other regional or national regulations • Same method: common management of issues by the concept of monitoring and informing (guidelines) • A kind of MONINFO system! • Same people in charge: internal auditors • And unfortunately same problems: who will pay for it at the end of the project ? • In association with • Ramboll, Milieu & Tethys

Small considerations on thismerger • The national working group will play the role of an internal auditing body • The perimeter of auditing will be specified and, in fine, will cover all items so the implementation can be softer • They will have to be paid for this extra work if they are permanent • The members should be trained to get enough proficiency for this very specific job of an internal auditor • The existing quality management systems (Marad and STCW) already in place will be included • In association with • Ramboll, Milieu & Tethys

Advantages of such a system • Preferably called BS and CS SASEMAS, the supplementary following profits can be found in such a S&S management system: • Harmonization of PSC in the CS without creating a specific MOU • Better control of RO or RSO issuing certificates : the NWG can be the Impartial external body following the ED 2009/15: • Better results of FSI • Better state of compliance of ships under the participating flags so • Better flag score inside the MoUs! • In association with • Ramboll, Milieu & Tethys
