3. 3 Overview What is NetDMR?
Web application that NPDES facilities may use to electronically enter, sign and then submit their Discharge Monitoring Reports (DMRs) to the NPDES permitting authority
CROMERR APPROVED (States will still need to get Attorney General Certification, but OECA has already received approval – one of only three systems)
NetDMR can also provide the data to ICIS-NPDES to meet certain NPDES permit reporting requirements.
The Regulatory Authority (State, Region, Tribal Nation or EPA) that issued the permit approves specific facilities to report using NetDMR.

CT Supplemental Environmental Project (SEP) that was established as part of a negotiated settlement of a joint federal and state enforcement action

Java-based web interface
JBoss server
Tested with both PostgreSQL (open source database) and Oracle 10g databases
Four data flows: Basic Permit Data Flow, Empty Slot Data Flow, DMR Data Flow, Error Message Data Flow

7. 7 Functionality Two Major Components

Basic Permit Data pull from ICIS-NPDES (permit number, responsible party, dates, etc
Empty Slot Data pull from ICIS-NPDES (data necessary to create blank DMR specific to a permit)
DMR data “push” to ICIS-NPDES (after DMRs are completed, NetDMR will “gather” them and submit to CDX for processing and ultimate storage in ICIS-NPDES
Error Message Data flow from ICIS-NPDES and CDX to NetDMR (to communicate any issues/errors)
8. 8 Functionality – Regulatory Authority System Administrator Deploys NetDMR
NetDMR initiates basic permit data flow from ICIS-NPDES
Internal Administrator Customizes NetDMR and communicates availability to permittees
Permittee requests an account, requests signatory and permit administrator access to a permit, completes and mails the Subscriber Agreement to the Regulatory Authority
Internal Administrator reviews subscriber agreement and approves Signatory request
NetDMR initiates empty slot data flow for that permit
Permittee signatory communicates to their staff that edit and read only access requests can be made

Permit Administrator/Signatory approve edit and read only requests
Permittee staff enter DMR data, sign, and submit a DMR
NetDMR creates and stores the Copy of Record (COR) for the DMR
NetDMR forwards DMR data to ICIS-NPDES, EPA's central repository for DMR data through EPA's Central Data Exchange using data flow specifications currently under review by the Exchange Network.
Permittees can retrieve and download CORs at any time using NetDMR Functionality – Permittee
10. 10 Functionality – CROMERR and Security Communications with NetDMR are secured by a password, responses to security questions, and use of SSL communications. SSL is commonly used by on-line banking sites.
NetDMR has received approval from EPA that it meets the requirements of the Cross-Media Electronic Reporting Rule (CROMERR).

States or other entities wanting to install their own version of NetDMR or use the EPA version will STILL NEED TO SUBMIT A CROMERR APPLICATION packet to EPA.

Three Ways for a State to Use NetDMR
State Locally Hosts NetDMR Using the ICIS-NPDES Data Flows
State obtains code (Fall 2008, from the Exchange Network website)
State responsible for all installation costs, and all operation and maintenance costs.
State coordinates testing of NetDMR with EPA (CDX and ICIS-NPDES).
EPA will be ready to support this use of NetDMR in 2009.
State Uses U.S. EPA Hosted and Maintained NetDMR (federal instance).
Any state using ICIS-NPDES, can decide to authorize its NPDES facilities to use NetDMR.
EPA operates and maintains NetDMR as part of ICIS.
State responsible to authorizing particular facilities to use NetDMR.
States participate in planning enhancements to NetDMR as part of ICIS-NPDES governance process.
U.S. EPA (federal instance) expected to be in production in 2009.
State Adopts NetDMR to Connect Directly to State NPDES Information System
State modifies NetDMR to connect to the state’s NPDES information system.
This replaces the four NetDMR ICIS-NPDES flows with internal state data feeds.
Map data flows to the state system instead of ICIS-NPDES
State responsible for all operation and maintenance costs.
States provide EPA with DMR data thru their normal processes.

State implementations of this system will require review and approval by EPA. To the extent that a State has adopted the system as described in this application, EPA review of that system will be largely a formality. Where a State chooses to deviate from the system as described in this application, those deviations will be the subject of more thoroughgoing review and analysis by EPA.
