  4. White Paper • 2.15 “We will ensure the right data is collected by the Health and Social Care Information Centre to enable people to exercise choice. We will seek to centralise all data returns in the Information Centre, which will have lead responsibility for data collection and assuring the data quality of those returns, working with other interested parties such as Monitor and the Care Quality Commission. We will also review data collections with a view to reducing burdens, as outlined in chapter 5. The forthcoming Health Bill will contain provisions to put the Information Centre on a firmer statutory footing, with clearer powers across organisations in the health and care system”. • 6.7 “Placing the Health and Social Care Information Centre, currently a Special Health Authority, on a firmer statutory footing, with powers over other organisations in relation to information collection;…”

Looking to the Future • Increasing involvement of the client/customer will change focus of requirements (and solutions delivered) • Focus on outcomes and personalised services will impact on measures and metrics • Challenges in commissioning new market places and new services • Increasing use (and development) of technology will bring new ways of working • Opportunity to use emerging technology to address tensions between coding and narrative • Need to find ways to engage with self funders • Personalised health budgets will bring new challenges • Creation of an aCSR will lead to a Social Care NMDS and a Data Dictionary (leading to ‘Quality Indicators’)
