  1. Climate Change Performance Index (CCPI): • CO2 Emissions and Country Performance • Manfred Treber and Jan Burck, Germanwatch • Arbeitskreis Energie der DPG, Bad Honnef, 26. April 2006

  2. General Information • Only energy related CO2 emissions (IPCC category 1.A) • LULUCF are not taken into account • Data sources: • International Energy Agency • World Development Indicators • World Resources Institute (esp. CAIT) • 53 most relevant countries compared

  3. Country Sample • Comparison of all countries with relevant emissions: • All Annex I countries: • Kazakhstan • All Countries with a global emission share of 1% and higher: • plus Algeria, Argentina and Morocco

  4. Comparing Countries? • Common but differentiated responsibilities for climate change • different obligations • Different basic conditions • economically • geographically

  5. Part A: Aggregate Main Indicators Ø2001-2003 in absolute numbers • CO2 / Population (t CO2 per capita) • CO2 / GDP (kg CO2 per US$ PPP) • TPES/GDP (TJ per US$ PPP) • CO2 / TPES (t CO2 per TJ)

  6. Part B: Sectoral Performance Indicators % change Ø1998-2000 to Ø 2001-2003, per capita Energy: • Public electricity and heat production (1.A.1.a) • % of renewables in TPES Transport: • Road transportation (1.A.3.b) • International aviation bunkers (1.C.1.a) Housing: • Residential emissions (1.A.4.b) Manufacturing Industries and Construction emissions (1.A.2)

  7. Part B: Comparison Emission Path 1990-2000 • Common but differentiated responsibilities actual emission path 1990-2003 IPCC based 450 ppm scenario B1 (B1 450ppm, convergence of the per capita emissions in 2050) actual % change – required % change = country value

  8. Part C: Qualitative Indicators • International diplomacy • Domestic climate policy

  9. Method (I) where: I: Composite index, : Normalised variable, : Weight of the ,    and i: 1,…, n. • Standard deviation from the mean • Source: OECD 2003.

  10. Method (II) • 0 = average and values may vary on an open scale • Positive index values performance better than average Negative index values performance worse than average

  11. Weighting of the CCPI • Qualitative and Quantitative Performance

  12. Weighting of the CCPI Qualitative Performance Quantitative Performance Aggregate Main Indicators Sectoral Performance • Quantitative Performance

  13. Weighting of the CCPI Qualitative Performance Sectoral Performance Aggregate Main Indicators: CO2/GDP CO2/TPES CO2/Capita TPES/GDP • Quantitative Performance • Part A: Aggregate Main Indicators
