  2. Notes . What is now called a ‘packed’ block sum, will be any block sum that is flagged: ‘No’, ‘No’, ‘No’. Packed block sums must be reported on and broken down into projects as soon as possible.

See also last slide • Ownership of a capital item • Ownership is the institution approved by Council as the recipient of the funds. • Delegation of management • Management of an object can be retained by the owner or delegated at every ‘level’. • So, • A block sum can be managed by the ‘owner’ or delegated to a manager • A project can be managed by the ‘owner’ or delegated to a manager • A sub-project can be managed by the ‘owner’ or delegated to a manager • A contract can be managed by the ‘owner’ or delegated to a manger • Notes. • The default manager is the owner, until such time as the ‘owner’ delegates management. • After the initial delegation, then that dept/person is the default manager for the lower levels, until changed, and then that person cascades downwards.

Object rules • If object = ‘block sum’ • If block sum default flags are unchanged [PE = ‘no’, Reactive = ‘no’], then actions are: • Add block sum • Add project • If user changes default to PE = ‘yes’, then actions are • Add a block sum, flagged pe only • Add project • Add contract • If user changes default to Reactive = ‘yes’, then actions are: • Add a block sum • Add project • Add contract

So =>s for Contract upload For current upload: • Where ‘delegation’ is ‘yes’, • Create a sub-project for the value indicated • Link contracts to the sub-project • Where ‘delegation’ is ‘no’ • Link contract to the project • So, import from the contracts sheet will create sub-projects, and contracts. In some cases the contracts will link directly to the parent project. In other cases they will link to the sub-project first.
