  2. Who is responsible? • Even in a small country no single responsible actor exists • One can not defend it without knowing it • Where to get resources?

  3. Examples of Georgia and Estonia • Hactivism is really a danger • Information war against Georgia • The more you have the more you must defend

  4. People first • Educate not only professionals • No more wild west in cyber space! • It takes time • Cyber national guard

  5. No borders • But can we do a segmentation? • Technical segmentation • Segmentation across the user classes • International cooperation

  6. From startegy to procedures • A good strategy is not enough • How to cooperate?
