A large information society project BASICS: • Powerfully driven by the Finnish government, seen as an important part of information society • Origins from early 90’s, first studies during ’95-’97 • Piloting ’98 • Deployed Dec 1st 1999 • Basic infrastructure (= railroads, highways etc.) offered by the Finnish government to citizens, ”ELECTRONIC HIGHWAY” • Free to use and develop services for all business models TRULY OPEN PKI

A large information society project Identification, digital signatures and encryption are based on open standards: • Public Key Infrastructure • PKIX based Certificate Policy • chipcards and readers (ISO-standards, 7816-series, incl. -8) • X.509 v.3 certificates, IETF PKIX ”qualified certificate” draft • X.500- and LDAP-directories • EID-application (FINEID S4-1=PKCS#15, FINEID impl.) • => will be modified to meet EESSI requirements • CEN and ETSI standardisation work • highly secured environment • centralized key generation • face to face identification

A large information society project Lessons learned: • Interoperability issues important: international collaboration • Services are the most important part, collaboration essential in infrastructure area and in marketing • Various services: public sector-customer, business-customer, business-business, business-public sector • Easy packages for service providers • Basic software package available • End User support must be organized • Combination of usage's important, strong authentication, digital signature and encryption all needed • Card reader delivery must be organized, awareness activities
