  1. Prostitution a reality! • There is a large section of population – around 3 million workers as per govt stats and 20 million as per Human Rights Watch • Every hour, four women and girls in India enter prostitution, three of them against their will. • 30% are children, i.e. < 18 yrs old (15% in metros are children) • Number of children involved in prostitution is increasing at 8 to10% per annum. • 111 million children of the 250 million child labour force are Indian… • For Mumbai • 200,000 sex workers, the largest sex industry centre in Asia • Doubled since 90s

  2. Prerana: Objectives • To end second generation trafficking of children of redlight area-based women Victims of Commercial Sexual Exploitation & Trafficking (VOCSET)Non-discriminatory Medical, Therapeutic, Educational interventions • To protect and re-establish the rights and dignity of the women victims of CSE&T based on a very clear rights perspective

  3. Prerana: Current status • Active on most dimensions of the anti CSE&T work including • Protection - Prevention • Vigilance - Rescue • post rescue operation - victim care services • Prosecution - advocacy & lobbying • empowerment of victim women • policy level and administrative reforms, • rehabilitation & social reintegration, • generating social awareness, • Research & documentation, • sensitization & training of special functionaries, networking

  4. Prerana: Program overview • Night Care Centre (NCC): • The NCC protects the children of the red-light areas against sexual assaults and the traumatizing exposure to the undesirable nightlife in the brothels. • Vashi-Tubhe, Falkland Road, Kamathipura centres • Educational Support Programme: • Prerana restores the right to education of these children and facilitates their sustained formal education. • Vashi-Tubhe, Falkland Road, Kamathipura centres • Institutional Placement Programme • In order to de-link the child from the red light area Prerana strives to help the mothers consider the option of shifting the child away from the red light area into a place that can provide long term residential care and development. • Other programs of Prerana • Naunihal (shelter facility for women) in Navi Mumbai • Pratishta (Training girls in vocational ed like Fashion Designing, Catering etc.)

  5. Prerana: Asha’s involvement • First visited in 2006 • Started as ICPA project with UIUC to support Vashi-Turbhe and Falkland Road Center • Since 2009 Asha SV focused on FR and UIUC on VT center • 2009 funding was completely done by UIUC • 2010 was able to raise grant from Yahoo • 2010 was also able to get Star Foundation grant for legal and documentation, and new innovative work • UIUC has stopped supporting the project from this year due to fund shortage • Kamathipura center always had donors • 2012 donor status: Vashi NCC and ESP is being funded by:MastekWestern UnionKP NCC and ESP is being funded by:AsskamFR NCC and ESP is being funded by:Wealth Fund ADM foundation from Hong Kong introduced by Global Children foundationNaunihal is being funded by:MastekIPP is being funded by:Anna Lina foundation from DasraProject Director salary pending45,000 p.m. (Asha will look if they can fund)

  6. Prerana: Asha SV Evaluation • Eval Matrix broken down • Training • Not an issue, since founders are well-versed • Focus has not been on quality education, since the kids go to government school and get educational support at center; but focus is to coach them and ensure that they stay away from unwanted elements • Outreach • Social awareness has increased • Pravin Patkar, co-founder, is author of several laws in this area • Methodology • Build a close relationship with mother and child • Staff • Very difficult to retain staff since it is a sensitive area; • Plus women cannot work here much, esp after marriage • Vocational Unit • In last few years emphasis has been on empowering the rescued woman • Provide options for the children to find vocations

  7. Prerana: Asha SV Future Engagement • Original idea was ICPA and not be actively involved • But the issue is so sensitive that we have been actively involved • Next plan was to get more grants • Very good success, since we have mostly funded only alternate years • Current situation is: • #of brothels going down in Falkland Road center with small industries and builders moving in • Tracking where the people are moving • Find that most people are giving up the trade since there is no new area in Mumbai • Trying to help these woman move back to their villages, or find a vocation for life • Based on the above situation, we can see a 3 year exit window • Even during this phase we can help them find grants • Increase local awareness
