Functions of Operation Co-ordination Sub-Committee (OCC)(11 Point Charter) Discuss all issues related to operation of the regional gridviz. reviewing the schedule v/s. actual generation of various power stations drawn up in the previous month Estimate availability of power and energyfrom each power station and demand of each State for the current and next month Draw up coordinated maintenance schedulefor generating units and major transmission lines Review operational disciplineand its norms to be observed by constituents Review the operation of Automatic Under-Frequency Relays

Interesting Facts about the 100 OCC meetings • 374 meetings of the OCC had been held under the erstwhile NREB, and the newly formed NRPC • Government of India, under the provision of Section 2, Subsection 55 of the EA 2003 vide resolution Dated 25th May, 2005, has established the Northern Regional Power Committee (NRPC) comprising of the power systems and generating stations. • Under EA 2003 RPC has been defined as: • “Regional Power Committee” means a committee established by resolution by the Central Government for a specified region for facilitating the integrated operation of the power systems in that region; • and to oversee (54) “Real time operations through (56) RLDCs”

Interesting Facts about the 100 OCC meetings • The 374th OCC meeting was held on 10th March, 2006 • The 1st OCC meeting in its present form was held on 7th April 2006, at Chamera, and was hosted by NHPC • From 26 in the 1st meeting, the number of participants had increased to 56 in the 99th meeting • From 14 in the 1st meeting, the number of constituents participating in the meeting increased to 19in the 99th meeting

Interesting Facts about the 100 OCC meetings • Out of the 99 meetings held, 39 have been hosted by the NRPC constituents while the rest have been held at the NRPC Sectt., New Delhi. 2 of the 39 have been hosted by HPSEBL as well • Seven meetings each have been held in the states of Himachal Pradesh and Rajasthan by various constituents • From the 85th OCC meeting, the OCC meeting has been held over two days • From the 96th OCC meeting, the first day of the meeting began to held via video conferencing

Highlights of OCC Sixth (6th) OCC meeting (08.09.2006) The Northern Grid was synchronized with Central Grid at 12:22 Hrs on 26.08.06, resulting into NEW Grid with the total installed capacity of 179000 MW. NRLDC presented the frequency profile, before and after synchronization. Average frequency was found to have improved by more than 1 Hz after synchronization Ninth (9th) OCC meeting(15.12.2006) ED, NRLDC stated that FGMO at all the generation should be made operational so that systems do not experience jerks. After synchronization of NR with central grid, the need /importance of units operating on FGMO could not be overlooked since primary response from generators was required in the event of trippings

  13. Highlights of OCC Fifteenth (15th) OCC meeting (08.06.2007) BBMB gave a presentation on black start mock exercise at Bhakra unit and shared their experience during the exercise. It was pointed out that the provision of UFRs and auto re-closure facility on the lines can play a crucial role during black start, so system engineers should be very much aware of these facilities on the lines Eighteenth (18th) OCC meeting (10.09.2007) NRPC secretariat made a presentation on the report of the inquiry committee constituted by CEA, MoP, to look into the incident in Northern Regional Power System on 27/1/07. The recommendations of the report were briefed to the participants. Constituents were requested to implement the recommendations with immediate effect

  14. Highlights of OCC Twenty Second (22nd) OCC meeting (07.01.2008) POWERGRID informed that SPS for RihandDadriBipole and Mujaffarpur– Gorakhpur has been commissioned on 26.12.2007. NRLDC intimated that SPS has satisfactorily operated on 14th December 2007 when one pole of HVDC Rihand-Dadri has tripped and other pole auto reclosed. Since then many SPS have been installed in the NR. Twenty Eighth (28th) OCC meeting (11.08.2007) It was informed to all constituents that it has been decided by Ministry of Power that the CPRI shall be the nodal agency to carry out pollution mapping work with the help of PGCIL and state utilities

  15. Highlights of OCC Thirty Seventh (37th) OCC meeting (09.04.2008) New regulations were enforced w.e.f. 1st April 2009 having significant impact on the grid operation. One of the major changes in the IEGC was the ‘Operating frequency band of the Grid which became 49.20 to 50.30 Hz in place of 49.0 to 50.5 Hz’ Forty Third (43rd) OCC meeting (09.10.2009) SE (O) NRPC requested all the constituents to regularly clean the porcelain insulators of their lines specifically in polluted areas. He requested all the constituents to submit their action plan through e-mail to NRPC secretariat.

  16. Highlights of OCC Forty Sixth ( 46th) OCC meeting (15.01.2010) Telemetry is an important aspect of real-time power system operation. The functioning of RTUs and availability of data at NRLDC is essential not only for proper functioning of energy management system (EMS) but also for proper visualization of the network. Constituents were advised to look into the matter Seventy Ninth (79th) OCC meeting (14.09.2012) Various remedial measure to improve the power system on the basis of Recommendation of Enquiry committee for the Grid Disturbance on 30th July, 2012 & 31st July, 2012 were suggested by the OCC. The measures were to be adopted by all the concerned constituents.

Highlights of OCC Eightieth (80th) OCC meeting (19.10.2012) Implementation of CERC (IEGC) (1st Amendment) Regulations 2012, and CERC (UI charges and related matters)(2ndAmendment) Regulations, 2012 The regulations were to be implemented w.e.f. 2ndApril 2012. However due to the stay by High court of Madrason, the regulations were implemented with effect from 00:00 hrs of 17thSeptember 2012. The operational frequency band was revised from ‘49.5 Hz to 50.2 Hz’ to ‘49.7 to 50.2 Hz’

Highlights of OCC Eighty First (81st) OCC meeting (20.11.2012) Based on the inputs from POSOCO, POWERGRID had planned an automated defense plan for all five regions named as Grid Security Expert System (GSES). The brief details of the GSES system were placed before the OCC members for study and discussion Eighty Second (82nd) OCC meeting (18.12.2012) Chief Engineer (DMLF), CEA made a presentation on the Crisis Management Plan (CMP) of Power Sector and requested for inputs from all the generation and distribution companies in Northern Region for updating the document on Crisis and Disaster Management plan.

  19. Highlights of OCC • Eighty Fourth (84th) OCC meeting (19.02.2013) • All SLDCs will procure 10% spare UFRs and df/dt relays so as to replace defective ones quickly. If a deficiency is observed in operation of UFR or df/dt relay during inspection, corrective action shall be taken within15 days. • A draft protocol, prepared by NRLDC, for load generation balance under inclement weather conditions was presented for discussion before the members. It was decided that SLDCs will furnish their views on handling exceptional reduction in demand due to inclement weather.

  20. Highlights of OCC Eighty Ninth (89th) OCC meeting (12.07.2013) It was agreed that the UFRs would now be set at four stages and the Target of Automatic Load Shedding for different states/UTs of NR would be as follows:

Highlights of OCC • Ninty Fifth (95th) OCC meeting (20/21-Jan-14) • NRLDC intimated that the following amendments have been carried out in the IEGC (vide Notification Dt. 06.01.14) as CERC (IEGC) (2nd amendment) regulations 2014 :- • Frequency band tightened to 49.90Hz to 50.05Hz • Deviations shall not exceed 150MW or 12% whichever is less. • Deviations are limited even under allowed frequency band. • UI regulation replaced by Deviation settlement mechanism. • Every regional entity shall ensure reversal of sign of deviation from schedule at least once after every twelve time blocks. • Deviation of Hydro generating stations restricted • All actions for early commissioning ADMS (Automatic Demand Management System) shall be initiated

Point to Ponder • No Under Injection of Electricity by a seller shall be permissible when Grid Frequency is “below 49.70 Hz” and No Over Injection of electricity by seller shall be permissible when grid frequency “50.10 Hz and above”. • Impact of tightening of frequency band as per amended IEGC on Generators, DISCOMs, Ultimate Buyer w.r.t. STOA Regulations in vogue especially under inclement weather conditions particularly in case of Hydro Stations where the flow of water is not under the control of system operator. Let us ponder over…
