3. Sportsmanship Statement • The Florida High School Athletic Association promotes good sportsmanship by student-athletes, coaches and spectators. We request your cooperation by supporting the participants and officials in a positive manner. Profanity, racial or sexist comments, or other intimidating actions directed at the officials, student-athletes, coaches, team representatives or fellow spectators will not be tolerated and are grounds for removal from the site of competition.

7. Jacqui Concolino Clinic • LPGA Star, Jacqui Concolino will conduct a clinic for all girls from 9-10:30 a.m. at Mission Inn on Monday, October 27th. • She will also be available for autographs and pictures.

8. Tax Exempt # • Please make sure you bring copies of your tax exempt # with you to the tournament. • The tax exempt # must match the check or credit card. (School Issued) • The courses will need them every time you need to purchase something.

9. Carts • Coaches • $25 per day • Must have tax exempt # • Spectators with disabilities • $25 per day • Must provide documentation • Driver’s license, disabled sticker from car, etc.

10. Spectators may receive one (1) approved cart pass with a valid doctor’s note or handicapped placard. Spectators receiving a pass to rent a cart must abide by the following rules: • Maximum of two (2) people per cart at all times; • Cart operator must possess a valid Driver’s License; • Proper golf cart etiquette and all local club rules apply; • Carts should remain on cart paths whenever possible; • Shuttling or giving rides to participating student-athletes is prohibited; • Rowdy behavior (i.e. speeding, crossing course from hole-to-hole, sudden braking, etc.) is prohibited; • Cart operator must follow course signs and directions at all times (i.e. No parking on greens, no driving through hazards, etc.) Cart rentals are $25 each All rental fees are paid directly to the Pro Shop Carts are offered on a first-come, first-served basis Event staff reserves the right to revoke a pass at any time

11. Coaches’ Carts Rules • Coaches’ carts must stay on the cart path when cart paths are present. When cart paths are not present, carts must stay in the rough away from the players. • Only the coach is allowed to use the cart for transportation (no spectators).

12. Coaches’ Carts Rules • Coaches’ carts must not move as to cause a distraction while competitors are playing a stroke. • Coaches’ carts may be used for shuttling of players between holes. • Misuse of the cart may result in a disqualification.

13. FHSAA Push/Pull Cart Policy • FHSAA Push/Pull Cart Policy • The FHSAA encourages the use of push/pull carts in events where players are either required or allowed to walk. In the event of utilization of a “shuttle cart” between the play of holes, the FHSAA requires the following procedures be used to prevent injury as a result of transporting the push/pull carts between holes. • Players, parents, volunteers, coaches, officials or course staff must not allow a push/pull cart to be pulled beside, behind or otherwise by a shuttle cart or its occupants with the wheels rolling on or touching the ground during shuttle transportation between the play of holes. This could result in serious injury to arms, hands or wrists or damage to equipment.

14. FHSAA Push/Pull Cart Policy Cont. • When a single golf cart is being used, push/pull carts with bag attached may be secured to the back of the shuttle cart, without being broken down, in such a manner that the push/pull cart wheels do not roll on or touch the ground. If the push/pull cart cannot be attached in this manner, the push/pull cart should be broken down and attached to the shuttle cart. • When a multi-passenger shuttle cart is being used, push/pull carts should be broken down and transported on the shuttle cart in such a manner that the push/pull cart wheels do not roll on or touch the ground. • Players, parents, volunteers, coaches, officials or course staff may push the player’s push/pull cart to the shuttle destination with or without the player’s golf bag on it while the player is on the shuttle cart. • Players, parents, volunteers, coaches, officials or course staff may assist players in breaking down, attaching, or repairing a push/pull cart during the stipulated round.

15. Coaches Information • Coaches, it is OK to: • Help the players search for a ball • Help forecaddie and spot balls that may been hit astray • Tell the players where their ball may have entered a water hazard • Carry extra items for the players such as water, snacks, extra clothing and umbrellas • Give advice to your own players between the play of holes

16. Coaches Information • Coaches, it is NOT OK to: • Give a ruling to a player • Some courses will require shuttling players, officials will do the shuttling • Give a player a ride to or from his ball back to where he last played

19. LOCAL RULESOUT OF BOUNDS: • Defined by inside points, at ground level, of white stakes, lines and perimeter fences. • When the inside edge of a road or curb defines out of bounds, a ball that is on or beyond the road or curb is out of bounds even though it may lie on another part of the golf course.

20. WATER HAZARDS AND LATERAL WATER HAZARDS • When a lateral water hazard is defined on only one side, it is deemed to extend to infinity. • When water hazards and lateral water hazards are bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line.

21. GROUND UNDER REPAIR: • Ground under repair is defined by enclosed white lines. Other areas of ground under repair, even when not marked, include: • French drains (trenches filled with stones or the like) • Fire ant hills (Note: For a player whose ball is in a water hazard and is affected by a fire hill, see Decision 1-4/10)

22. SOD SEAMS: • Except in a hazard, sod seams (not the sod itself) are deemed to be ground under repair, and relief is available under Rule 25-1 if the ball lies in or touches a sod seam or the sod seam interferes with the area of intended swing. All seams within the sodded area are considered the same seam.

23. OBSTRUCTIONS AND INTEGRAL PARTS OF THE COURSE: • When located within hazards; liners in bunkers and artificial walls and pilings are integral parts of the course unless otherwise specified on the Notice to Players. • White lined areas tying into obstructions are part of the obstruction. • When closely attached to trees, wrappings, electrical wire, and cables are integral parts of the course.

24. EMBEDDED BALL THROUGH THE GREEN: • Local Rule as prescribed in Appendix I is in effect. LOOSE IMPEDIMENTS: • Wood chips and mulch are loose impediments.

25. CONDITIONS OF COMPETITIONS • DRIVER HEADS: Only driver heads on the USGA’s latest List of Conforming Driver Heads may be used. • GOLF BALLS: Only brands of golf balls on the USGA's latest List of Conforming Golf Balls may be used.

26. CONDITIONS OF COMPETITIONS • TIME OF STARTING: Optional Condition as prescribed in Appendix I is in effect. • CONDUCT: The current FHSAA Rules as contained in the FHSAA Golf Manual are in effect.

27. CONDITIONS OF COMPETITIONS • SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION: Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry.

28. CONDITIONS OF COMPETITIONS • SIGNALS FOR SUSPENSION OF PLAY: • Suspension for a dangerous situation: One prolonged siren or airhorn note. • All other types of suspension: Three consecutive airhorn notes. • Resumption of play: Two airhorn notes.

29. CONDITIONS OF COMPETITIONS • SCORING: Upon completion of the round, the player must go immediately to the scoring area to return his signed and attested scorecard as prescribed in the current FHSAA Golf Manual. A scorecard is deemed to be officially returned when the player has left the area of the scoring table without his scorecard.

30. CONDITIONS OF COMPETITIONS • PLAY-OFFS: In the event of a tie for the individual or team championship, a hole by hole play-off will start on a hole designated by the Committee.It is the responsibility of the player(s) to be present for any play-off.

31. CONDITIONS OF COMPETITIONS • AUTOMOTIVE TRANSPORTATION: Except when otherwise authorized by the COMMITTEE, players must walk at all times during a stipulated round. Optional Condition as prescribed in Appendix I is in effect. • CLOSE OF COMPETITION: The competition is be deemed to have closed when the results are officially announced.

33. The FSGA Championship Pace of Play Policy utilizes a two checkpoint system. • Players will not receive warnings. • Each group is responsible for monitoring their own pace. • To avoid penalty, groups must complete each checkpoint hole: • Under the allotted time, or • Within 15 minutes of the group ahead. • Checkpoints will be on holes #9 and #18, unless otherwise indicated. • All players in a group in breach of the pace of play policy at any checkpoint are subject to penalty.

34. PENALTIES • First Breach of Round = 1 stroke penalty to each player in the group. • Second Breach of Round = additional 2 stroke penalty to each player in the group.

35. NOTIFICATION • Any group that completes a checkpoint hole in breach of the pace of play policy will be verbally notified by an Official. Officials at checkpoints should never be confronted. • It is the player’s responsibility to recognize when a breach has occurred at each checkpoint and penalties must be recorded on their scorecards. Penalties are to be added to the checkpoint hole the group was notified of the breach.

36. POSITION • First Group(s) off Either Tee – The first group(s) will be in breach of the pace of play policy if they take more than the allotted time to finish a checkpoint hole until they reach (within 15 minutes) any group ahead. After they reach a group ahead, both conditions must be met to be in breach of the pace of play policy.  • Position with Group Ahead – To stay within 15 minutes of the group ahead, players should never have an open hole and they should be in the fairway on par 4’s and 5’s when the group ahead leaves the green.

37. CONCERNED PLAYERS AND APPEALS • A player concerned about slow players in a group should first remind that player of the pace of play policy and encourage them to play more efficiently. The concerned player may, before or after penalties are assessed, request an Official to monitor the group. • Appeals for exceptional situations will be considered only in the scoring area after the completion of the round and prior to the return of a player’s scorecard.

38. MEMORANDUM TO COACHES • A Coach is not considered part of the player’s side and therefore is not directly subject to the Rules of Golf; nevertheless, there are certain actions that a coach could take which might result in a penalty to the player, e.g. if a coach’s action were sanctioned, tacitly or otherwise by the player, he might be penalized. • Some examples of actions by his coach that could result in a penalty to the player would be…improving a line of play, moving loose impediments or obstructions in violation of the Rules, disregard for the provisions of Rule 14-2 Assistance and violation of putting green and flagstick restrictions.

39. MEMORANDUM TO COACHES • Responsibilities of a competitor in this regard are supported by Decision 13-2/4, 13-2/33, and 13-2/36 of the Decisions on the Rules of Golf. • In the best interest of the competition and in an effort to minimize and difficult situations, the Committee trusts that all competitors, coaches and officials respect the principle of obeisance to the Rules, proper conduct, and fair play in the Spirit of the Game.

40. Officials The FSGA will be the officials for the tournament. They will make rulings. The Jury of Appeals or FHSAA course administrator will make rulings on violations of the FHSAA Golf Manual.

41. Sunday Practices Sunday practices are prohibited per Policy 4.1.4 of the FHSAA Handbook.
