Wider Context • • National Planning Framework replacing National Spatial Strategy… • • Regional Spatial and Economic Strategies of the three Regional Assemblies to run from 2016-2022.... • Office of Planning Regulator - evaluate and assess plans, report to Minister, undertake research.... • Planning Policy Statement – community shape process, coordinate local authorities and other bodies, provide guidance.... • • Infrastructure planning by Irish Water, National Transport Authority, energy grid operators.... • • New economic realities require a more focused approach.. • • Wider policy context: climate change adaptation, transitioning to a low carbon economy, economic development, environmental protection..

Kildare County Development Plan 2017 - 2023 • Council document – transcends all functions and areas • Evidence based, open, transparent and inclusive • Sets out an overall strategy for proper planning and sustainable development of county • Includes 20 village plans, 21 rural settlement strategies and 5 environs plans. Establishes the policy framework for: • Planning application decisions • Developments by Council - houses, roads etc (Part 8) • Delivery and co-ordination of infrastructure

Timeline • 99 week review process • Commenced2 April 2015 • Completed 23 February 2017 • Operational 23 March 2017 • Public key input into the following stages: • Issues Paper • draft Development Plan • Amendments to draft Development Plan • Draft Development Plan is adopted by elected members

  7. Issues Paper 8 week consultation period – 2 April to 29 May Newspaper Notice Publication of Issues Paper Poster On line or hard copy submissions Information Sessions – each MD

Issues Paper Topics Strategic Direction/Vision; Population and Housing; Economic Development, Enterprise and Employment; Movement and Transportation; Infrastructure Environment; Social, Community and Cultural Development; Urban Design and Architecture; Landscape and Heritage; Rural Development and Natural Resources; and Tourism

Local Area Plans • Typically for towns with a population 5000+ • Lasts for 6 years • Review can be deferred • Must be consistent with the objectives of the county development plan, its core strategy, and regional planning guidance • Contents • zoning objectives; • objectives for phased development, community facilities, amenities and on standards for design of development

Review of Local Area Plan • 18 to 35 weeks to complete from date draft Local Area plan is placed on public display • Members key input into the following stages: • Adoption of draft Development Plan • CEO’s Report on Submissions made on the draft Development Plan • Adoption of the Development Plan
