Caribbean Strategy for Informal Settlements Upgrading: Promoting Access to Safe and Affordable Housing and Basic Service

This initiative aims to ensure access to adequate, safe, and affordable housing and basic services, as well as the upgrade of slums in the Caribbean region. The strategy includes capacity building, knowledge sharing, data collection, and a guiding framework for the inclusive urbanization and social equity.

Objective of the Strategy SDG11.1 By 2030, ensure access for all to adequate, safe and affordable housing and basic services and upgrade slums • create a guiding framework to promote a coherent approach in the region for informal settlements upgrading; • build capacity and knowledge, data collection, innovation, experience sharing platform to be able to support the implementation and reporting on SDG 11.1 and NUA; • guide citywide/national informal settlements upgrading strategy of small island states in the region to achieve the inclusive urbanization and social equity.

Outcome of Policy Dialogue Workshop Discussion • Articulating the legitimacy of informal settlement upgrading based on historical context and structural limitations, social inequality • Pro-active and citywide/comprehensive approach to upgrading/development: consider livelihoods, affordable housing, community development, public space, and understanding the role of informal settlement in broader metropolitan area • Urban informal settlement requires a distinct set of methods and tools, unique from rural and peri-urban upgrading experience • Agreeing on planning and infrastructure standards, appropriate vs. sub-standards, planning for long term asset management

Outcome of Policy Dialogue Workshop Discussion • Building for resilience: grounding upgrading in risk assessment, reconsidering in-situ upgrading where risks outweigh benefits • Community participation and engagement: understanding local conditions, contracting locally, monetizing community assets, incorporating a gender dimension • Partnerships: multi-stakeholder platform working across government departments, engaging community, NGOs and private sector is essential • Common Data & Measurement: Agreeing on definitions of key concepts such as “urban” and “informal”, enhancing the 2020 censuses now being designed, fast-tracking project due diligence by establishing a credible database • Sector Capacity Building: learning, training, certification grounded in regional experiences and practice • Capturing a uniquely Caribbean approach to informal settlement upgrading, reflecting the varied experience and commonalities
