Why regional networks? • Builds on local process and context • Emphasizes role of practitioners, or learning by doing approach • Enables strengthening of local partner institutions • Facilitates global knowledge exchange, as well as regional knowledge exchange • Enables two-way learning, and South-South exchange • Fosters ownership of capacity-building agenda
Long-term goals • Capacity building becomes about knowledge exchange, not top-down transfer of technical skills alone • Sustainability of capacity building efforts that requires less and less WB intervention • Give analysis, research, and design of projects over more to clients • WBI becomes a catalyst and facilitator rather than a “teacher”
