Purpose and aim of NLDC “ … support local voluntary and community sector organisations to develop their capacity to deliver learning opportunities for residents of disadvantaged neighbourhoods .” Source: Programme Guidance – DfES 2002-3
Priorities and Target Groups • Engaging ‘hard to reach’ groups of new learners from identified areas of multiple deprivation • Delivery of activity through partnership working • Activity which actively supports progression opportunities for learners • Adults who are either unemployed or employed and considered to be: • low skilled or with basic skills or ESOL needs; have few or no qualifications; • Under-represented in learning or work or disadvantaged
Revenue Capital Mixed NLDC Funds for 2008/9 Total funds available = £149,000 Consisting of: £100,000 of revenue funding + £49,000 of capital funding Projects:
Examples of how funding can be spent: Revenue: • Innovative, accessible ‘first step’ learning • Building local expertise • Training for local people to develop roles in community leadership or as ‘community champions’ • Developing new ways of delivering relevant curriculum to attract excluded and under represented groups • Capital: • Equipment to support training or teaching • Refurbishing and enhancing existing premises • Adaptive equipment to meet (DDA) requirements • Securing ICT provision
Who can apply • Key recipients of the fund will be Voluntary and community sector organisations engaged in direct delivery of learning or working in partnership with a range of providers Fund available for Bedfordshire and Luton
Timetable for NLDC 2008/9 Application Launch: 8th July Bid Submission: 19th August Decision : 29thAugust Project start:Late September /October 2008 Completion: 31st July, 2009 Delivery

NLDC Application Process Successful bids will: • Engage hard to reach learners • Add new capacity • Have a skills for jobs focus • Be based in an area of deprivation • Be Partnership based • Offer progression • Be sustainable
