Rail Freight Legislation • Act 119 of 1984: • Preserve and improve rail freight service by making grants, loans or other assistance to qualified applications. • Created a 24 member Rail Freight Advisory Committee (RFAC). • PennDOT, DCED, PUC, Legislatures, Railroads, Planning Organizations, Reps. for: coal, steel, chemical, food projects/agriculture, forest products, rail contractors/suppliers, intermodal transportation, & chamber of commerce.

Pennsylvania Infrastructure Bank • PIB - Low-interest loan program (1/2 Prime NTE 4%)with 10 year pay back period. A program for each mode. • Local match and/or interim financing.
Congestion Mitigation and Air Quality (CMAQ) Program • Federal Highway Program ($100M/yr in PA). • For projects that reduce transportation related emissions in/border air quality non-attainment and maintenance areas. • Must pass an air quality analysis to qualify. • Funding and programming decisions are made through the MPO planning process.
CMAQ Successes: • Construction of an intermodal yard (North Shore RR). • The Extension of a Rail Line to a Food Distribution Warehouse (York Railway). • The expansion of a new NS intermodal yard at the Port of Philadelphia Navy Yard. • The Construction of new rail to serve a power plant.
PA Rail Highlights Western NY & Pennsylvania Railroad (WNYP) • Public and private funds invested to create a new bi-state rail corridor. • 10 MPH route transformed into 40 MPH route • Carloads increased from 400 in 2001 to over 43,000 in 2005. • Faster round trip helped to meet strong demand for coal, and added new customers (Chemicals). • Used Federal Tax Credit Program to match a $2M CB Grant
PA Rail Highlights Buffalo & Pittsburgh Railroad (B&P) • Homer City Branch Line • 16 miles - 0ut of service since 1993. • B&P reactivated line to provide coal to Edison Mission Power Plant • Ph I - $4M CB, $2.3M RFAP, $6.7M RR • Reopened, July 2005 – 2M of 6M tons of coal by rail— 80K less trucks • Ph 2 – $4.25 CB, $3.75 CMAQ, $4.7M + locomotives and cars RR, $.5M Fed. Earmark
