  4. RA46 Vortech Application • Designed to provide GPS signals in environments where a clear view of the sky is not possible • Low Power Level does not compete with free atmosphere GPS signal • Designed for maximum effective range of 5 meters

  5. RA46 Vortech GPS Re-Radiator RF Parameters • Re-radiator ant. 3m from horn ant. (EMCO 3115, G = 26 dB), cable connected (1.9 dB loss) to HP 8546A EMI receiver (50 Ohm input impedance). • Signal: 1.1 dBμV, or -105.9 dBm input to EMI receiver • Accounting horn gain, cable loss & 3m path attenuation • RA46 EIRP = -109.5 dBm • RA46 power at 30 m = -150 dBm, 10 dB below new regulation limits

RA46 is an Ultra Low Power Device • RA46 EIRP of -109.5 dBm is equivalent to 0.01 nano-milli-Watts. • This power level is a factor of 100 billion below the 1 milli-Watt power level where transmitters are candidates for non-licensed applications. • RA46 typically operates within less than one meter of the GPS receiver being assisted • RA46 is a non-threat to any nearby GPS receivers or other communications devices

  7. RA46 Very Low Power • Section 15.205 states • Spurious Emissions Only in 1.44 to 1.62 GHz spectrum (GPS L1 region) at 500 μV/m at 3 m equivalent to -71 dBm. • RA46 EIRP of -109.5 dBm is 39 dB below the spurious emissions limit

Worst-Case Interference Issues • Sealed, non-adjustable transmitter with limited range and power level below acceptable spurious emission limits • Potential for multipath confusion at GPS receiver, most have algorithms to correct • Result would likely only be accuracy error of less than 30 feet

Safety Benefits • Allows GPS equipment to stay locked on inside a vehicle, protecting military users inside APCs, Tanks, and Humvees • Prevents vehicles from getting lost due to poor GPS performance in urban areas or lack of sky view • Improves response time to emergency situations and keeps tracking information current and correct

  10. Commerce Benefits • Allows users to use existing GPS equipment without external antenna capability instead of more expensive models • Cost efficient alternative to ‘smart antenna’ solutions in PC applications • Allows use of existing GPS board already purchased

  11. Convenience Benefits • Temporary or fixed installation • Wireless transmission to GPS device • No Power or RF cabling to existing GPS device allows quick removal and continuous satellite lock when leaving vehicle • No need to add or configure USB or Serial GPS hardware in PC applications

Regulatory Issues • RA 46 Vortech power level is low enough to fall within current guidelines, but does operate on restricted frequency • Request an Equipment Waiver based on tested and approved power level to preserve existing restriction guidelines and limit/control usage to government and commercial entities • Registration requirement/experimental license for all purchasers to contact users in the future

  13. Equipment Waiver • GPS Outfitters will submit samples to FCC or Certified Test Lab to confirm power and bandwidth specifications • GPS Outfitters will limit sales to military, government, and commercial customers and restrict sales to general public and maintain customer database • Waiver is revocable upon determination of harmful interference from future RF devices
