  5. Operational Summary • L. Paul Bremer III will be named special envoy and civil administrator to Iraqi • One soldier was killed and several injured during separate incidents

  6. Security Situation Update • Report of banditry on the NGO, Food for the Hungry (FTH). • Second vehicle was later stopped by an unknown number of armed men.

Security Situation UpdateFRAGO 547Military Order to Assist NGO/IO Access • 30 April 2003 Fragmentary Order Specifies Procedures and Polices • Documentation Required in Iraq • Employer ID Card, Valid Passport • Waybills if hauling humanitarian goods • Contract drivers need valid passports • Comply with external host nation border procedures • Convoy movement number guarantees place • Not required, travel control points (TCPs) will integrate agency traffic as possible

Security Situation UpdateFRAGO 547Military Order to Assist NGO/IO Access Additional Security Points • Coalition forces may stop and search IO/NGO vehicles if required for force protection or mission needs • Refusal to cooperate may result in detainment and removal from the area until military mission is complete • Convoys of more than five (5) vehicles must register for convoy clearance on main routes • If requesting military security help, please do so ninety-six (96) hours out, to allow for determination and/or tasking of units
