  1. Low Halogen MaterialStandard Proposal corresponding to TC111 plenary decision for ACEA recommendation letter Takako Hiruta Schneider Electric Japan, Inc. Confidential Property of Schneider Electric

  2. TC111 decision for ACEA recommendation letter Decision 15/03: TC111 agrees that TC111 officers will reply to the Acea letter as in ACEA/247/INF confirming that: • PT63031 project is in the scope of TC111 focusing on environmental issues. • PT63031 project must be based on scientific approach.

  3. Proposal Title Change: low halogen material => low halogen material of concern Definition: shall be below reporting threshold limits all halogenated substances for reportable applications in the IEC 62474 database, including criteria 1, 2 & 3. IEC 62474 criteria 3 – existing IEC standard or PAS for specific products Electronic products: based on JEDEC 709B = IEC PAS 63015:2016 PCB: IEC61249-2-21 Other parts: None => The above standards can be adopted as optional. * Proposal of definition of criteria 3 of IEC62474 standard at MT62474 Tokyo meeting in Nov. 2017 - add the phrase “based on technical evidence” to definition of criteria 3

  4. Proposal Informative annex: add new clause for total 4 halogen content in Annex A/B/C to describe; - Fact of the discussion of summation limit for total 4 halogen content to remain the discussion and the conclusion in PT63031 -without the figure 0.9% as summation limit lack of scientific evidenceto justify 0.9% as appropriate summation limit from environmental view point. - Reduction of total halogenated material as one of precautionary approaches address corrosivity / toxicity of certain fire effluents (introduction) other countermeasures – appropriate temperature control, material of combustion furnace, etc. - Consideration of trade off between environment aspects and other factors Reference: IEC/ISO JWG62959 Envionmentally Conscious Design (ECD) CD2 = post IEC62430:2009

  5. Scientific Approach for total halogen content corrosivity / toxisity gas (current) Emission of halogenated gas = low combustion temperature + pyrolysis behavior of halogenated material Countermeasure: - Temperature control - Reduction of halogenated material The number of Combustion furnace (OECD 2008) Ex. Corrosion by halogenated gas Japan US France Germany Sweden UK After use Corrosion of bricks in combustion furnace by HF gas Before use Combustion furnace for final disposal of hydrofluorocarbon (HFC) NEDO PROJECT SUCCESS STORIES by TSUKISHIMA KANKYO ENGINEERING

  6. Scientific Approach for total halogen contentcorrosivity / toxisity gas (future) Ex. Photovoltaic panels waste PV panel waste is / will be recycled, incinerated or landfilled. END-OF -LIFE MANAGEMENT – Solar photovoltaic panels by IRENA

  7. Scientific Approach for total halogen contentcorrosivity / toxisity gas (future) Glass PV Cell Sheet Glass material Removal Encapsulant Removal and Recycle Recycled Silver, metals Backsheet Heating Process Halogenated material (TPT, TPE, KPE, PVF) Waste Incineration or landfill Frame/Junction Removal EVA Incineration Removal and Recycle Recycled Aluminium

  8. Future After publishing the standard, stability period will be set. We can have time to seek new insight for halogenated material content from the view point of environment / develop test method until next revision. • Scientific evidence for total halogen content • Test method IEC62321-3-2 • Transition period for IEC62474 database criteria 3
