  2. The Background In 2003, the Government published a green paper called Every Child Matters. This was published alongside the formal response to the report into the death of Victoria Climbié, the young girl who was horrifically abused and tortured, and eventually killed by her great aunt and the man with whom they lived.

  3. The Children Act 2004 provides the legal underpinning for Every Child Matters: Change for Children - the programme aimed at transforming children's services. It builds on the Safeguarding Children duties contained in Section 175 of the Education Act 2002. Legal duties

Aims and Outcomes • Every Child Matters: Change for Children, is a new approach to the well-being of children and young people from birth to age 19. • The Government's aim is for every child, whatever their background or their circumstances, to have the support they need to: • Be healthy • Stay safe • Enjoy and achieve • Make a positive contribution • Achieve economic well-being

Inspection Grades for ECM outcomes • Grade 4: Excellent/outstanding- A service that delivers well above minimum requirements for users • Grade 3: Good- A service that consistently delivers above minimum requirements forusers • Grade 2: Adequate- A service that delivers only minimum requirements for users • Grade 1: Inadequate- A service that does not deliver minimum requirements for users.

Activity 1 • From your various areas identify at least 4 activities involving young people for which you or your team are responsible • Place these in the top boxes on the A3 sheet entitled ‘ECM outcomes’ • Consider how these activities contribute to 1 or more of the ECM outcomes and put comments / evidence in the appropriate boxes • Nominate a spokesperson to feedback 1 of your examples

Activity 2 • Thinking about the College’s provision in general identify areas of strength and weakness in meeting ECM outcomes • Enter evidence for these in the A3 sheet entitled ‘ECM Action Planning’ • For any areas of weakness – consider possible actions we as staff of the college could take to make improvements
