Shelby County Commission • Structure Set by State Legislation • Nine Member Policy Board of Directors • Annually approves budget • Monthly examines/approves/records check register for government and proprietary funds • Approves policies and regulations • Members serve on various boards and or committees • Annually elects a Chairperson and approves Commission Committee Assignments • Monthly considers/approves/rejects alcohol permits or license • Selects and Evaluates the County Manager and County Engineer • Selects County Attorney

County Manager • Initially established through local legislation (Act 93-664) & then a Constitutional Amendment (Act 2001-451) • Responsible for the daily administration of policies and regulations, insures the consistent delivery of county services and budget management practices • Makes recommendations concerning new regulations or legislation • Responsible for selecting and managing department managers, and directing capital projects • Develops and administers contract services to be performed by others along with the associated initiatives

Primary Reasons for County Manager Management Model • Provision of diverse services through a management model that requires resourcefulness, consistent communications and the timely delivery of services • Select and manage competent and experienced department managers, contract service providers such as engineering or architectural firms, specialized attorneys and other service providers (Promotion of consistent management and directions) • Set goals, establish priorities and action plans, empower & evaluate staff Examples: General Development Plan, Comprehensive or Strategic Plans, Standard Operating Procedures/Policies (SOPs) for Juvenile Detention or Building Codes • Develop and consistently implement capital improvement projects or new facilities (no starting/stopping/delaying due to multiple budget years or county election cycles) • Budget management and administrative practices allows for planning for and implementing major construction projects without financing (no interest or payment schedule) • Partnering with others such as Cities or Public Entities without involvement with political platforms or personal agendas (Provision of contract services and maintaining productive relationships)
