  3. IDENTIFY MOST VULNERABLE RECEPTORS (HUMANS, CROPS, ECOSYSTEMS, WATERS, MATERIAL)

  4. IDENTIFY MOST RELEVANT AIR POLLUTANTS THAT CAUSE SIGNIFICANT DAMAGE (SO2, N, VOC, PM, HM, POPs, ETC)

  5. IDENTIFY INTERGOVERNMENTAL FORA FOR COOPERATION AND NEGOTIATION

  6. PREPARE A FIRST STEP FRAMEWORK AGREEMENT

  7. INCLUDE BASIC OBLIGATIONS FOR EMISSION INVENTORIES, POLLUTANT CONTROL, MONITORING, RESEARCH, REPORTING

  8. INCLUDE PROVISIONS FOR SUBSEQUENT EFFECTS-BASED UNDERTAKINGS

  9. PREPARE SEPARATE PROTOCOLS WITH DIFFERENTIATED OBLIGATIONS ON EMISSION REDUCTION

  10. CONSIDER BASE YEARS AND TARGET YEARS FOR IMPLEMENTATION OF OBLIGATIONS AND COMPLIANCE MONITORING

  11. AIM AT WIDEST POSSIBLE ADHERENCE OF COUNTRIES TO AGREED INSTRUMENTS

  12. POSSIBLE WAYS AHEAD • A global convention on air pollution to match the Climate Change Convention • Opening up the regional CLRTAP to the world • Separate sub-regional, regional, or hemispheric agreements worldwide
