  1. Bringing Hyundai to MontgomeryMWWSSB’s Role as Part of the Economic Development Team Presented by: Thomas R. “Buddy” Morgan, General Manager Alabama Water Resources Association Symposium October 12, 2005 Orange Beach, Alabama

  2. Overview • Supporting the Economic Development Team • Being Prepared to Make Commitments for Water & Sewer Service • Meeting the Commitments

  3. Supporting the Economic Development team • MWWSSB’s role in the competition process • Commitments Made • At least 3125 gpm peak flow for water • At least 1320 gpm for wastewater • Translates to $ 12,000,000

  4. Being Prepared to Make Commitments for Water & Sewer Service • Planning • Long Range Water Supply Plan (1991) • Groundwater Resource Investigation (1997) • 5 year Comprehensive Plan Updates (2001)

  5. Long Range Water Resource Plan • Developed in 1991 • Projected water supply needs through 2050 (60 year horizon) • Projected increase from 46 to 105 mgd • Identified sources of supply • Recommended a plan for obtaining the additional water (source & chronology)

  6. Recommended Sources of Additional Supply • Expansion of the C.T. Perry WTP; Tallapoosa River (completed in 2004) • New Well Field in Southwest Montgomery • New Well Field in Southeast Montgomery • New Water Treatment plant; Alabama River

  7. Groundwater Resource Investigation (1997) • Confirm groundwater available to implement plan • Conducted a test well program: • Southeast & Southwest Montgomery locations identified in the plan • Determined how much water available • Determined the quality of water available • Constructed 6 test wells and confirmed the plan recommendations

  8. Bottom Line on Water • Knew at least 10 mgd available from a new Southwest well field in the vicinity of where Hyundai was locating • Had preliminary plans and opinion of cost in place for obtaining the water • Could negotiate and make commitments with high degree of certainty

  9. Wastewater Treatment • Comprehensive Plan for Water and Wastewater • Updated every 5 years (2001) • Projects needs for 20 years and develops a 5 year financial plan and CIP • MWWSSB has used as a planning tool for 20 years • Catoma WPCP had capacity in excess of Hyundai needs

  10. Wastewater Conveyance • Hyundai site in a previously unsewered area • 8000 feet of gravity sewer constructed; designed to accommodate manufacturing expansion and growth in vicinity of Hyundai • New pump station • 2600 feet of 16 inch force main • Wastewater conveyed to 54 inch gravity sewer and thence to the Catoma WPCP

  11. Meeting Commitments • Cost • 10 new wells $5.0 m • New Water Treatment Plant $8.0 m • New water lines $3.0 m • New gravity sewer $1.5 m • New sewage pump station and force main $ 1.2 m
