  9. In 2007, Mayor Boswell formed committees to develop a comprehensive strategic development plan for The City of Harlingen. Healthcare was one area of focus, and the Healthcare Committee devised a set of nine goals for a healthcare task force. Healthcare In Harlingen Status Report

Nine Goals:1) Create a permanent strategic healthcare group.2) Create a Harlingen healthcare database.3) Plan for future RAHC development.4) Develop a nurse training pilot program.5) Support expansion of Su Clinica Familiar6) Support philanthropic fellowship efforts.7) Support a healthcare policy institute.8) Support the development of a local bus transit system.9) Support creation of VA health care center Harlingen 100 Plan: Healthcare Task Force

  11. Goal #1: Create a permanent strategic healthcare group. In January of 2008, we founded the Harlingen Healthcare Council, consisting of professionals within the public and private healthcare industry, as well as members of the Harlingen Community.   12. Goal # 2: Create a Harlingen healthcare database. The Harlingen Healthcare Council has a website at www.harlingenhealthcare.org, where a database for Harlingen healthcare providers is set up and ready for data entry. Harlingen 100 Plan: Healthcare Task Force Status Report

  13. Goal # 3: Plan for future RAHC development. In spring of 2008, as part of the strategic plan for the future growth of the RAHC, the Harlingen EDC acquired 35 acres dedicated to economic development to be set aside for future RAHC development.   14. Goal # 4: Develop a nurse pilot training program. We have begun discussions with Dr. Eldon Nelson, Dean of the School of Health Sciences at UT Brownsville about a potential working relationship to develop a nurse training program or a pilot program in Harlingen.   15. Goal # 5: Support expansion of Su Clinica Familiar. Su Clinica Familiar is a central player in the development of the RAHC. As a member of the Harlingen Healthcare Council, Elena Marin, M.D. has provided insight on the needs of Su Clinica Familiar, and with her input, the Council will continue its ongoing support for the growth of Su Clinica Familiar.   16. Goal # 6: Support philanthropic efforts for medical fellowships. The Harlingen Healthcare Council strongly supports the development of a private, non-profit Medical Foundation, set up by private individuals from our Community to develop teaching fellowships and medical student scholarships at the RAHC.   17. Goal # 7: Support a healthcare policy institute. State Representative Eddie Lucio III has developed a plan for a Healthcare Policy Institute for South Texas. The Harlingen Healthcare Council is working with Mr. Lucio on his plans. A kick-off forum, scheduled for this September in Harlingen and South Padre Island was cancelled due to Hurricane Dolly.   18. Goal # 8: Support a transportation system for medical care. One of the identified needs of a Veteran’s Healthcare Facility and others, was the establishment of a transit system. In 2007, the City of Harlingen started the RioMetro transit system to meet this specific need. Harlingen 100 Plan: Healthcare Task Force Status Report

Goal # 9: Support the creation of a VA Health Care Center The Harlingen Healthcare Council has provided strong support to the Veterans Administration for the planned multi-story 150,000 square foot Veteran’s Healthcare Center, to be completed by 2011.
