The scale of activity in Wales Some examples (31.03.10) • 5,160 children are looked after • 2,730 children on child protection register • Around 11.5 million hours of home care delivered every year • 6,741 adult protection referrals received by local authority social services • Services delivered by around 1,800 providers • 70,000 staff • £1.4 billion net expenditure by LAs in Wales

Sustainability: Taking Action • National direction and leadership, local accountability • new accord in our relationships • Cutting down on duplication and complexity – improving consistency • One adoption service for Wales • national eligibility framework and a portable assessment of need for adult social care • Doing everything 22 times – not an option • Citizen directed • Develop a model of self-directed support • Integration • Integrated Family Support Services • Re-ablement as the basis of an integrated health and social care model

Sustainability: Taking Action • Collaboration • Commissioning on regional basis • Support infrastructure • Strong partnership with providers • Supporting staff to get it right first time • career grades and professionalisation • less guidance and regulation • Current model of assessment and care management ‘is one that is not fit for the next stage of development.’ • Streamlining and strengthening regulation of services and the workforce • Service providers and commissioners responsible for quality and safety • Reducing the burden of inspection

Building on a position of strength • SEWIC and MWWIC • Remodelling of adult social care • Outcome focused care planning – promoting independent living • Citizen directed support • Integrated reablement • Good partnerships with the provider sector • 10 year commissioning plan • Collaboration • VOG MoU – SCDWP and shared lives • NPT and Swansea – Mental health and learning disabilities

    11. The next steps • Initial response to Welsh Government by 1st July • Detailed proposals by 1st December
