  3. Who are the new actors we have to get on board / mechanisms to tap into? (1) • New paradigm and new shift  Multi and bilateral donors have shifted their ODA funding from program to budget support: PRSPs , CSPs  ODA advocacy is still needed in the North to maintain the 0,7% GNI target ( by informing, mobilizing constituencies, using media and working in coalitions) BUT, it is urgent to target the political decision makers in the South to raise awareness on this new paradigm and on how SRHR issues should be included as priorities in the national strategies.

  4. Who are the new actors we have to get on board / mechanisms to tap into? (2) • New actors for advocacy in the South should be identified and structured or strengthened for the PRSP purpose  Study groups “Population and development” in Parliaments Sub-regional Networks of Parliamentarians for Population and Development (Senegal, Benin, Mali, Niger, Burkina Faso, Ivory Coast) written and oral questions, parliamentary committees hearings, study tours and evaluation trips, resources mobilization, networking with Francophone parliamentarians InternationalAssociation of Francophone Mayors (AIMF) Network of journalists in the South: media coverage of RH issues in press conferences, lectures and seminars; articles in the press, radio talks, TV shows Network of high civil servants and ministers advisors in Ministries of Finance and Health): SRHR promotion and information sharing on the importance of related strategic and funding policies Network of high profile scientific experts within National Academies of Science and Medicine: official statement, Network of researchers Network of African NGOs/ CSOs involved in RH & population activities Community and religious leaders

  5. Who are the new actors we have to get on board / mechanisms to tap into? (3) • Overall goal for advocacy in the South should be identified and articulated for the PRSP purpose  The fight against poverty (MDGs): a key factor of instability in the world.  No sustainable development can be achieved without women empowerment and gender equality approach. • Promoting the situation of women, in particular their sexual and reproductive health and rights, is therefore the main issue to be addressed. •  Essential to mobilize efforts (both field exemplary programs and strong advocacy activities) to • support the emergence and the formalization of specific demands from the South on SRH/HIV Aids • topicsas donor countries argue that if they do not allocate more funding to the realization of the Cairo • plan of action and MDGs, it is because the southern partners do not clearly express their needs for • support on Population and SRHRi issues.

(4) • New priorities for advocacy in the South should be identified and articulated for the PRSP purpose 1/ Advocate for the improvement of maternal health by reduction of maternal morbidity and mortality(MDG 5. Reduce by three quarters, between 1990 and 2015, the maternal mortality ratio)  Access to Emergency Obstetrical Healthcare: AXUM Project in Ethiopia  Obstetrical fistulas 2/ Advocate for access/supply to/of microbicides and condoms as key elements to fight the HIV AIDS pandemic(MDG 6. Target 7 “Have halted by 2015 and begun to reverse the spread oh HIVAIDS)  Condoms  Microbicides 3/ Advocate for human resources development in SRH services and systems for developing countries. Implementation of Human Resources Development (HRD) strategic planning at the state level Implementation of health care servive at civil society level: KOLLO Project in Niger

  7. Who are the new actors we have to get on board / mechanisms to tap into? (5) • Conclusion  Support parliamentarian and civil society participation in the design, implementation and monitoring of national poverty reduction strategies, aid frameworks, and related funding instruments in developing countries by 1/ Facilitating their understanding of the planning processes and channels and have the tools to engage with key decision makers in order to be involved in effective negotiations with governments, with financial ministries and with the donor community at large 2/ Building North/South coalitions and support South/South networks in order to highlight the centrality of SRHR in tackling poverty and attaining the MDGs and let them benefit from our work towards its explicit inclusionin national development strategies
