  • £8m of funding
    • £3m of revenue for Community led support project funding (formerly Community Right to Build funding)
    • £5m capital for Custom Build Housing
  • HCA operating both funds outside of London

  • Design and architectural excellence should be at the heart of development in London
  • Looking for repeatable and adaptable models which could work at volume across the capital
  • Offer of design review sessions to successful organisations, in addition to usual GLA support

  • £3m of grant funding to help community groups work-up plans for their area
  • Using neighbourhood planning powers from Localism Act 2011
    • An alternative route to planning permission
    • Projects which go down planning route remain eligable
what can be built
What can be built?
  • Anything which is capable of
  • planning permission, including:

a. family homes to sell,

b. affordable housing for rent,

c. sheltered housing for older local residents,

d. low-cost starter homes for young local families struggling to get on the housing ladder.

e. Shops, business, or other community facilities

f. Other things capable of planning permission

  • Body corporate established;
    • Must be Community Organisation
  • Initial proposals developed, project eligibility established and outline feasibility study produced.
  • Detailed proposals developed.
  • Valid application for a Community Right to Build Order (or planning app) submitted.

  • Bespoke for each project
  • Up to 90% of costs of working up plans (not works costs)
  • Payment on each of four milestones
  • Support through other GLA programmes….
  • On-going engagement over the course of project.

Custom Build Housing
  • £5m of development finance to be lent on commercial terms
  • To organisations (not individuals) enabling Custom House building (involvement of people who’ll live in the homes)
  • Maximum average cost of development £360k
  • Cover up to 75% of development costs (effective max £270k)
  • Minimum two homes on a development
