Question of Supply vs. Demand • ASE: 8 per hour if IFR, 12-16 if VFR • EGE: 6 per hour if IFR, 10 if VFR • RIL: 4 per hour if IFR, 8-10 if VFR • On Peak days, the E-STMP website may receive as many as 5000 hits within the first 30 seconds of availability • There are often 0800-1000 people trying for 4 to 16 available slots in a given hour on peak demand days

Ski STMP History • Established for decades • Began as an effort to smooth the peak demands experienced mainly at Aspen, and Eagle CO. • Was first operated manually with reservations made person-to-person over the phone. • Next step was the integration was a DOS-based PC application with six incoming phone lines. It was operated off of two PC’s located at ZDV ARTCC.

  8. Ski STMP-Today • The current Ski Country STMP is web-based and operates from servers located at the ATCSCC. • Slot accessibility is still available through the Automated Voice Airport Reservation System. • ATCSCC ARO at 703-904-4452.

  9. CDM STMP-E Workgroup • FAA-Industry joint team formed in 2003 to improve the STMP process. • Workgroup meets several times each year to recommend enhancements to the STMP. • Workgroup comprised of individuals from the FAA, flight plan service providers, fractional jet operators, traditional Part 91 flight departments, and AOPA.

Workgroup Enhancements • Recommended User Profile information be updated yearly to provide better data to the system. • Simplified reservation format to make it easier to recognize what airport the slot if for (now includes ASE, etc in the reservation number). • Reduced the time frame requiring reservations to just 3 periods over the course of the season instead of running Nov-Apr. • Recommended new servers with larger bandwidth be installed at the ATCSCC to improve the E-STMP website.

Workgroup Enhancements cont. • Changes to the Recommended E-STMP website such as redesigning the slot availability screen to make it easier for users to view cumulative number of slots available at an airport. • Created a reservation confirmation process to aid in improving the statistics on unused slots. • Assist in the data auditing process done by ZDV, ARO, and GA Desk to ensure compliance and validity to the data.

  12. RecentRecommendations CAPTCHA (Completely Automated Public Test to tell Computers and Humans Apart) • A website security solution designed with GIMBY CAPTCHA image is proposed by the FAA to prevent automated STMP reservations.

  13. Additional Recommendations • Annual STMP Profile Purge/Update each November. • March 2007 ATCSCC perform data analysis on success of CAPTCHA implementation. • Web site access for Users to obtain Reservation reports.

  16. Additional Process Changes • Confirmation process changed from 8 hours prior to reservation time to 12 hours prior. • Confirmation needs to be completed between 24 and 12 hours prior to your reservation time.

Continuing Issues • Too much demand, too little capacity • Secured reservations still go unused (33.5% for ASE/EGE/RIL 2005-06) • Too many misconceptions by the users (“fractional operators taking all slots”) • False entries can still be made (not tied to aircraft registry database by user) • No real enforcement exists for abuse
